ABOUT THE POSITION

The County of Riverside's Department of Public Social Services, Administrative Services Division, is seeking a qualified Business Process Manager to lead the Systems Design and Support team in Riverside.

The Business Process Manager will manage and provide mentorship to subordinate staff, including hiring, discipline, and development of both permanent and temporary staff.
They will delegate various projects to the team to ensure maximum efficiency.
The incumbent will understand and explore various systems and workflows within the department, collaborating with teams across divisions and functional areas to optimize processes, reduce waste, and maximize efficiencies.
Additionally, the incumbent will stay up to date on the Microsoft Power Platform, ensuring the team is trained on the newest upgrades, patches, and features.
The Business Process Manager will serve as a department subject matter expert for the Microsoft Power Platform and will collaborate with Riverside County Information Technology (RCIT) to maintain working relationships and stay informed on internal developments and needs.
The incumbent will also develop the team's expertise in Artificial Intelligence (AI) adoption, use cases, and applications, educating staff on relevant programs.
Additionally, the incumbent may be involved in the joint development of internally created AI tools (e.g., by leveraging tools such as CoPilot Studio).
Finally, the incumbent will be responsible for facilitating and implementing various changes in systems and work processes within the department.
This position will require the incumbent to travel to various department offices as needed.

The most competitive candidates will have prior experience working with the Microsoft Power Platform, including Power Automate and/or CoPilot Studio.
They should also have experience facilitating and conducting meetings with a variety of participants, including managers and executive-level staff.
Additionally, candidates should have held a lead or supervisory role on projects, where they were responsible for developing project timelines, providing updates to stakeholders, and ensuring deadlines were met.
Preferably, this experience will include supporting department or division-wide initiatives and the implementation of new technology and/or artificial intelligence.


At this time, the position offers the opportunity for a hybrid telework schedule based on business needs.
However, job expectations may require in-person interaction at times.
Telework arrangements may change at any time, and you will be expected to report to the office.


This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution.

EXAMPLES OF ESSENTIAL DUTIES
• Responsible for engaging the project team and site organization at all levels in the development of business systems to ensure implementation and timely deployment of project deliverables to achieve organizational objectives and efficiency.

• Determine project scope and establish functional work teams; oversee business systems and develop key performance indicators; collaborate with key stakeholders and core project team members to assess progress and ensure optimum results.

• Establish effective methodologies, standard operating procedures, and best practices for decision-making purposes; develop problem-solving techniques to enable individual team members to adapt to change and resolve issues throughout the business process life cycle.

• Facilitate communication by utilizing expedient methods and appropriate tools to efficiently disseminate relevant project plan information and evaluate accomplishments through the use of milestone markers; serve as the primary advisor and provide project leadership and business consulting expertise to assist key stakeholders with the deployment of modernized computing strategies, as appropriate.

• Identify the appropriate resources to assess the organization's training needs and requirements to support implementation and execution of the overall business systems objectives.

• Maintain the requisite knowledge and stay abreast of new technology, business best practices, governance, risk, and compliance; applicable laws and regulations that impact County operations in order to provide sound business process solutions and appropriate recommendations.

• Interview, train, and evaluate subordinate staff, as required.


MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in information management, accounting, business or public administration, or a related field to the assignment.
(Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education).


Experience: Three years of professional experience, in which one year was in a technical lead or supervisor capacity, with subject matter expertise in business systems management, information technology management, program applications, business processes and procedures, financial reporting and data, or other accounting experience.


Knowledge of: The principles and techniques of supervision; the principles, practices, policies and procedures of purchasing and material management, inventory, , billing, accounts receivable, asset management, project/cost accounting, tax revenue, business processes and procedures, business management systems, budgeting and general governmental accounting.


Ability to: Plan, initiate, organize, direct, control and evaluate the work assignments of subordinates who routinely utilize complex financial systems; maintain work product conformance to program standards and objectives; read and interpret complex rules and regulations; apply legal and administrative accounting policies to general County systems; compose clear and concise reports, recommendations and correspondence; communicate in a clear and concise manner; establish and maintain effective working relationships with departments and subordinates; effectively delegate work to subordinates.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions.
The employee contribution is eight (8%) percent.
Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside.
The employee contribution is seven (7%) percent.
Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.
Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
