ASRC Federal Broadleaf Division is seeking a qualified candidate for the Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) Subject Matter Expert position supporting our National Guard Bureau customer located at Arlington, VA. JOB DUTIES: The CBRNE Subject Matter Expert (SME) will review current CBRNE policy, provide recommended updates, and facilitate and participate in CBRNE policy working groups in the support of the CBRNE Response Enterprise (CRE). Prepare documents for TMT coordination, monitor the status of these documents, review, adjudicate, and provide recommendations through Consolidated Resolution Matrix (CRM). Revise documents in accordance with guidance provided by the Chief, Strategic Concepts and Doctrine Branch and provide recommendations through Consolidated Resolution Matrix (CRM). Serves as the SME for CRE policy and doctrine support and the liaison between the NGB-J37/39 which includes supporting multiple working groups, interagency meetings, and working through vital Task Management Tool (TMT) reviews; provides KM Task accomplishment, serves as the CBRN JTS SME, and performs Functional Analyst duties. EXPERIENCE: All contract employees conducting exercise planning shall have five (5) to seven (7) years of relatable experience and/or knowledge in the following: The National Response Framework (NRF) and doctrine. The National Incident Management System (NIMS) levels. 100-800 and the Incident Command System (ICS) The Defense Chemical, Radiological, Biological, Nuclear, and High-Yield Explosive (CBRNE) Response Force (DCRF). The Command-and-Control Chemical, Biological, Radiological, Nuclear Response Element (C2CRE). The Homeland Response Force (HRF) and the CBRNE Enhanced Response Force Package (CERFP) missions, concept of operations (CONOPS), operational capabilities, employment considerations, and organizational structure. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) missions, concept of operations, operational capabilities, employment considerations, and organizational structure. Emergency management response and recovery programs, as well as FEMA's role in coordinating Federal assistance to support state and local partners. Military training systems, methodology, and procedures. Applying analytical methods and evaluative techniques to measure and evaluate training program and operations. Principles and practices of management to include: Organizing, planning, staffing, training, safety, and reporting. Addressing large groups and conducting training sessions in the assigned area; using mature judgment; communicating effectively with a wide variety of officials in the federal, state and local government and military and contractor personnel. CLEARANCE LEVEL: Secret Clearance TRAINING: Must complete the Homeland Security Exercise & Evaluation Program (HSEEP) or be able to complete it within 180 days of hire. EDUCATION: Bachelor's degree preferred. If only a H.S. diploma or GED must have four (4) extra years of relevant experience.
