Duties and Responsibilities: Business Development: Develop a procurement and growth strategy for new markets. Support pipeline development and pursue opportunities in current markets. Grow and develop Federal agency contract opportunities in adjacent markets. Attend virtual and in-person business development and industry day events. Industry engagement and relationship development. Client engagement. Support market surveys for potential contract opportunities. Maintain personal and/or company level accounts for procurement opportunities (SAM, GovWin, etc.
). Identify strategic subcontracting opportunities and partners. Identify opportunities to initiate or grow joint ventures. Lead data call response and proposal development for subcontracting opportunities. Capture: Develop pursuit strategy and capture plan for new and emerging opportunities. Conduct capture duties for assigned projects/opportunities including customer engagement, win theme development, and CONOP development. Support vetting of potential partners and develop teams for contract opportunities. Draft and submit white papers for ideal customers in the Federal agencies, DoD, and Law Enforcement. Develop data calls and data collection requirements for prime bids. Proposal: Lead and/or assist in technical solutions for proposals. Proposal writing and solutioning- staffing, management, technical. Support staffing of upcoming or current contracts. General: Travel as needed to support procurement and growth strategies. Provide briefings (oral and written) to company leadership and/or customers as directed. Provide mentorship to other BD and capture personnel. Work with Solution Architect(s) and Research staff to support Capture and technical solutions. Work with BD Administration Assistant and Knowledge Manager to maintain shared files, milestones, and other key information (e.g., past performance, analytics, etc.
). Provide reports and metrics to evaluate BD pipeline. Provide regular updates on long-term (12-18 months) capture initiatives. Perform quality control reviews of junior staff products, document and submit recommendations for BD processes and procedures. PHYSICAL REQUIREMENTS: Physical demands include walking, sitting, stooping, kneeling, reaching, handling, speaking, hearing, seeing and expressing oneself.
Since some travel (both CONUS and OCONUS) is required, the successful candidate must be able to perform physical tasks that will enable him/her to undertake such travel.
Some OCONUS destinations require the ability to withstand extreme weather conditions, loud noise, long layovers and stressful conditions.
Minimum Required Skills/Qualifications: TS/SCI clearance. Bachelor's Degree. Minimum 15-20 years DoD and US Government industry experience. 5-7 years' experience in BD and proposals. Experience leading Capture efforts in relevant markets. Proficient in Industry BD tools and applications (i.e., GovWIN, eBuy, SAM, FPDS, GOVSpending, etc.
