Certified Librarian/FOIA Analyst Department of State, Washington, DC This is a Hybrid- Position EM Key Solutions is seeking a Certified Librarian to work within the Department of State (DoS) with a strong skillset in Database Searching. Duties: Serves as a member of the Freedom of Information Act (FOIA) Search Team under the DoS Library Performs analysis of FOIA requests to determine search terms and strategies. Participates in discussion and setting best practices with leadership and other members of the FOIA Search Team. Develops the ability to analyze, evaluate and recommend the most effective search strategies and methods for researching department emails, files, and cables. Assists in developing and maintaining the FOIA Search Team procedures and best practices. Prepare reports on search terms, strategies, results, and recommendations. Coordinate with other members of the FOIA process on search strategies. Experience/Knowledge Areas: Professional knowledge of all aspects of library principles, concepts, methodology, operations, and management to accomplish assigned library functions. Knowledge of FOIA laws, policies, and procedures. Knowledge of database searching strategies and techniques, including Boolean operators. Knowledge of standard methods, techniques, tools, concepts, and principles to perform independent assignments. Required Qualifications: Master's Degree from an American Library Association (ALA) accredited program or equivalent experience. Clearance: Must be able to obtain and maintain a Secret clearance; Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
