Superintendent of Schools BASIC FUNCTION & RESPONSIBILITY: The Chief Academic Officer is responsible for all matters related to the development and delivery of instructional programs, effective use of data, professional development, and use of instructional technology in the school district. This position provides direct support and feedback to instructional staff on the development of district-wide school improvement efforts and the related programs that support academic progress in grades PK through 12. The Chief Academic Officer makes budget and staffing projections/allocations for the maximum effective use of human and financial resources.
QUALIFICATIONS: Education/Certification: Master's degree in Educational Administration or Curriculum and Instruction (Doctorate preferred)Valid Texas mid-management/Principal certificate (Superintendent preferred)Certified to evaluate teachers in the State of Texas, ability to obtain certification to evaluate principalsSpecial Knowledge/Skills/Abilities: Thorough knowledge of curriculum, instruction, and educational administrationKnowledge of Federal and State programsAbility to manage budget and personnelAbility to implement policy and proceduresAbility to evaluate teaching and leadership effectivenessAbility to coordinate instructional improvementAbility to plan targeted staff developmentAbility to interpret dataStrong organizational, communication, public relations, and interpersonal skillsExperience: Three successful years of experience as a classroom teacherFive successful years of experience in an instructional leadership role, preferably as a campus principalCHARACTERISTIC DUTIES & RESPONSIBILITIES: The essential functions, pursuant to the Americans with Disabilities Act, may include the characteristic duties, responsibilities, knowledge, skills, and abilities noted herein; however, this is not a comprehensive listing of all functions and tasks performed by positions found in this job description.
Instructional and Program Management: Supports the Superintendent in carrying out the Vision, Mission, Strategic Priorities, and Goals set by the Board of Trustees.Provides leadership to create, implement, and evaluate a comprehensive curriculum plan and innovative instructional programs to meet student learning needs.Plans, implements, and evaluates instructional programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques to support what learners should know and be able to do as a result of quality instruction.Applies the findings of research and district student achievement results to facilitate and monitor the development and deployment of school improvement initiatives.Plans, implements, and monitors the full spectrum of curricula and course offerings for PK-12 including advanced academics, gifted/talented, intervention, and dropout prevention and recovery programs.Ensures and supports the proper administration of the district-wide and state-mandated testing programs.Provides leadership in monitoring and reviewing test data and uses findings to initiate corrective action for the affected group of students and/or schools.Develops, evaluates, and revises the district improvement plan annually with the assistance of the district-level committee and department staff.Develops, evaluates, and revises the academic calendar annually with the assistance of the district-level committee and department staff.Evaluates and supervises principals in collaboration with district leadership.Prepares and presents oral and written presentations to the school board regarding academic achievement and progress.Administration and Fiscal/Facilities Management: Implements the policies established by federal law, state law, State Board of Education rule, and the local Board policy in the area(s) supervised.Offers constructive suggestions to ensure that policies and regulations support the teaching/learning process.Defines the program and fiscal needs in the budget development process, ensuring that fiscal resources address the mission of the district and state/federal guidelines.Demonstrates responsible fiscal control over assigned program budgets. Compiles and presents budgets and cost estimates based on documented program needs.Administers the department budget, ensures that programs are cost effective and funds are managed prudently.Compiles, maintains, and presents all reports, records, and other documents required.Human Resources Management: Provides for the effective and efficient operation, evaluation and improvement of the department.Assists with recruitment, selection, orientation and training of personnel and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.Evaluates job performance of assigned employees and demonstrates skill in "coaching" for improved outcomes.Assists with the implementation of the designated teacher appraisal system and may serve as second appraiser.Assists with the implementation of the principal appraisal system.Professional Growth & Development: Works with department staff, school leadership, and teachers to identify areas of need and investigate professional development opportunities to meet those needs.Coordinates all professional development for teaching/learning staff in the district.Continually improves and updates knowledge of curriculum and instruction.Adheres to professional channels of communication.Monitors professional research and disseminates ideas and information to other professionals.School/Organizational Climate: Exhibits personal leadership skills characterized by good judgment, logical thinking, maturity, and emotional control.Demonstrates high expectations of self, staff and students.Communicates effectively with all stakeholders, including district leadership, principals, teachers, and staff.Demonstrates skill in conflict resolution with all stakeholders.Responds appropriately to situations that could impair the teaching/learning process or could threaten safety and well-being of students and staff.School/Community Relations: Articulates the District's Vision, Mission, Goals and Instructional Philosophy to the community and solicits support and involvement with the schools.Represents the district in activities involving the Texas Education Agency, other school systems, institutions, agencies, and professional or community groups.Assists the Superintendent in communicating the district's strategic plan to parents and the community.Communicates effectively with all stakeholders, including parents, community members, and local business and elected leaders.Establishes strong connections with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District's educational initiatives.Works with the community to build a positive perception of the District's curriculum, the teaching/learning practices utilized in the District, and the District's strategic plan.Other Responsibilities: Complies with policies established by federal and state law, including but not limited to State Board of Education and local Board policy.Performs other job-related duties as assigned.SUPERVISION EXERCISED: This position is a member of the Superintendent's Cabinet and has regular contact with campus administrators, campus staff, and central office staff. The Curriculum and Instruction Department reports to the Chief Academic Officer, either directly or indirectly. In addition, the Chief Academic Officer assists in the supervision and evaluation of campus principals.
