The Center for Family and Child Enrichment (CFCE) is dedicated to helping children and their families by providing the right services and solutions based on individual needs. CFCE is constantly evolving to better support our community and accomplishes this by providing multiple lines of service. These services include: Child Welfare, Behavioral Health, Youth Intervention, and Community Healthcare.

The Chief Executive Officer is responsible for all administration, financial, and program administrative operations of the agency. This includes the authority to oversee all aspects of service delivery including strategic leadership and vision, organizational management, partnership development and stakeholder engagement, regulatory compliance, quality assurance, fundraising and financial stability, advocacy and public relations, board relations and governance, and implementation of agency strategic initiatives as approved by the Board of Directors.

The person in this role sets the cultural tone of the organization while embracing the center's mission and vision.

The Chief Executive Officer has a wide range of responsibilities. Some of the responsibilities include:
STRATEGIC LEADERSHIP AND VISION Develop and execute a strategic plan in conjunction with the Board of Directors that aligns with the organization's mission and values.Provide leadership in identifying emerging trends, opportunities, and challenges in the social services sector.Pursues and develops new programs and lines of business commensurate with CFCE's mission and values. ADMINISTRATION, OPERATIONS and PERSONNEL Conducts the Organization's business in accordance with directives of the funding agencies, grant award conditions and established policies and procedures.Negotiates contracts and agreements within the policies established by the Board of Directors and shall execute such contracts and agreements with the concurrence of the Board of Directors and in conformance with the approved budget.Initiates, develops and maintains collaborative relationships with businesses, other non-profit agencies, and other service and health care providers to provide input, sustain working relationships, collaborate on community initiatives, and promote CFCE's mission and objectives.Actively participates and represents CFCE through affiliation with State, Regional and National organizations that promote community healthcare/FQHCs, child welfare, and behavioral health agencies.Supports State and national associations, testifies before legislative and regulatory bodies, and solicits board and community support.Supervises Senior Leadership Team and ensures that day-to-day operations of the Center are in alignment with policies and procedures of the center and regulations of appropriate Federal, State and local agencies.Ensures the attainment of the center's objectives through the selection, development, motivation, and evaluation of personnel.Develops and nurtures a relationship and provides mentorship to key management staff.Oversees transition of key management staff when positions are vacant.Establishes appropriate departmentalization and delegation and keeps current an organizational chart.Ensures that appropriate salary structures are developed and maintained to retain professional qualified staff.Oversees legal disputes related to personnel matters.FUNDRAISING AND FINANCIAL SUSTAINABILITY Lead fundraising efforts to secure financial support from individual donors, foundations, corporations, and government grants.Ensure financial sustainability through sound fiscal management, strategic diversification of revenue streams, and assurance that programs maintain a high quality of care based on financial resources available to the service area.Assures sound fiscal operations of the organization including timely, accurate and comprehensive development of an annual budget and its implementation.Plans for capital equipment and physical resources (e.g., properties) through budget and obtains approvals for related purchases above specified threshold.Arranges contractual relationships with consultants, contractors, etc., on behalf of the board in planning and developing facilities, finances, personnel, and programs.Alerts the Board at the earliest possible time of activities and developments which will necessitate the modification of the objectives and/or the approved budget and prepares material indicating what these modifications will be for adoption by the Board. COMPLIANCE AND ADVOCACY Ensures compliance with rules and regulations that govern social service organizations and FQHCs by continually monitoring the organization's service delivery and initiating changes when necessary.Works with legislators, regulatory agencies, and representatives of the industry to ensure that legislation and regulatory policies promote the mission of the Organization and do not place unmanageable burden upon the organization.Serve as a spokesperson and advocate for the organization's mission, values, and impact.Raise awareness of social issues and promote policies that support the well-being of our clients and communities. Minimum Education/ Experience Graduate degree with significant comparable work experience in one of the following fields: Administration, Behavioral Science or Management.Experience in the following: Behavioral Health or Health Care Administration, Personnel Supervision, Child Welfare, and Management in Social Services Setting.Experienced in leadership and participation in the C-suite for non-profit organizations.
