About Sonoma Valley Community Health Center Sonoma Valley Community Health Center (SVCHC) is a non-profit, federally qualified health center that opened in 1992 as a free-standing primary health care clinic.
SVCHC began as a grassroots effort to address the lack of access and disparities of health care for the uninsured and underserved in Sonoma Valley.
Since its inception, SVCHC has grown in capacity to serve Medi-cal, insured, underinsured, private insurance, private pay patients and provides sliding scale fees for those in need.
In addition to medical services, SVCHC offers behavioral health, an in-house phlebotomy service, dental clinic, pharmacy services and certified bilingual enrollment professionals to help determine eligibility and enrollment options.
We believe in providing access to quality healthcare to all of our neighbors in Sonoma Valley, located in the southeastern end of Sonoma County, California.
It is designated as a Medically Underserved Populations (MUPs) and Health Professional Shortage Area (HPSA) due to its serious shortage of health care resources.
The target population served by SVCHC includes people working in local agriculture, monolingual minorities, have low-income, are uninsured/under-insured (the at-risk and disenfranchised, including the homeless).
About the Opportunity The Chief Executive Officer of SVCHC is responsible for the overall success of the organization as measured by access to care, quality of care, employee engagement, community respect, and sustainability.
The CEO is an outcome-oriented, team-focused leader working in alignment with the health center's vision, mission, and strategic plan.
Under the direction of the Board of Directors, the CEO has authority to carry out the day-to-day functions of executive management of the organization and ensure that it conforms to all applicable federal, state and local laws and regulations.
The CEO must exercise initiative and sound judgment, and work effectively with professional and support staff, the public, and members of other community agencies and organizations.
Primary Responsibilities: General & Basic Operations Ensure compliance with federally qualified health center (FQHC) regulatory requirements and other state & federal regulations governing FQHCs in the context of the current health care environment.Work fluidly with government agencies, funders, and other critical entities.Enters into agreements and contracts on behalf of the health center.Foster and Maintain Partnerships Build and nurture collaborative community relationships and partnerships to successfully advance our vision, mission, values, strategic plan, and grant/contract deliverables.Strategy & Growth Maintain a comprehensive understanding of current health care trends and successfully plan and execute responses to changes in the healthcare landscape impacting community health.Evaluate and implement opportunities for growing the health center's impact on improving the health and wellness of the community.Strengthen and Improve Systems Oversee the improvement of operations through a systems approach.Ground decisions in mission, vision, values, and commitment to diversity, equity, inclusion, and transparency.Cultural Sensitivity Foster an environment in which cultural diversity, equity, and inclusion are agency standards and sensitivity to differing cultures, behaviors, and wellness perspectives is the norm.Personnel Management & Teamwork Ensure the success of the health center's recruiting, onboarding, retention, personnel management, and human resource compliance.Foster genuine teamwork and a sense of common purpose among all staff through collaboration, ensuring that tasks are completed efficiently and with respect for all.Work in partnership with Human Resources to ensure effective staff engagement and development, creating an environment where staff and future leaders can advance in their careers.Finance & Reimbursement Maintain a strong financial position for the health center through a deep understanding of budgets, cash flow, income statements, balance sheets, 990 tax returns, federal, state, and local grant regulations, 340(b) regulations, audits, UDS, and compliance principles.Work in partnership with the CFO to create and ensure adherence to appropriate financial policies and controls.Work with the CFO, CMO, and CDO to ensure effective integration of financial and clinical decisions.Oversee and actively participate in fund development to foster strong funder and community relationships.Foster robust alternative revenue streams (grants, fundraising, events, major donor/foundation contributions, etc.)
by creating conditions that enable fund development success.Quality Management Support and advance the Institute of Medicine's definition of quality management to prove care that is "safe, effective, patient centered, timely, efficient, and equitable."Provide leadership in quality management and patient-centered medical/health home models to support continuous health center improvement.Health Information Technology Ensure appropriate use of electronic health record, practice management software, and advanced HIT applications to optimize quality of care, operations, and reimbursement.Legal & Ethical Issues Lead through personal integrity, respect for all, and clear commitment to excellence; ensure the same expectations are upheld by all staff.Ensure awareness of and action on risk management issues, as well as ongoing compliance with both the Federal Tort Claims Act & all grant requirements.Advocacy and Community Building Develop and maintain strong relationships with professional peers, donors, industry associations, colleagues, media representatives, and other key stakeholders within the local community and beyond.Ensure transparency, coalition building, and regular communication with direct stakeholders/partners and the general public.Maintain awareness of all advocacy rules related to federal fund sources and guide staff and board in taking an active role in community mobilization for health.Foster positive community image.Resilience & Joy in Work Undertake and navigate change and provide support to staff, students, and volunteers as the center addresses new initiatives and care models.Promote joy in work by creating programs, services, and employment opportunities that establish SVCHC as an employer of choice in the region.Leadership Apply strong leadership principles to all other domains of work.Employ a team-based model to articulate our mission, vision, values, strategic plan, change principles, need, and overarching strategy for the organization.Foster partnership and accountability between senior leaders and the Board President and the Board.Successfully and appropriately delegate responsibilities for SVCHC's administration within a team-based leadership model, while holding the ultimate responsibility to the health center.Provide counsel to members of the health care team.Provide governance and guidance to the board and organization both strategically and operationally, ensuring alignment with the mission and long-term sustainability of the health center.Lead board development efforts to recruit members whose expertise and perspectives align with the organization's values and the evolving needs of the community and health center.Cultivate board members through ongoing education and support, to help them succeed in their roles and enhance their contributions to the organization's success.Engage board members in key decision-making and leadership processes, ensuring they are informed, confident, and able to make impactful contributions.Key Qualifications, Competencies & Skills: Visionary, outcome-oriented leader.Excellent knowledge of and adherence to FQHC regulations.Deep understanding of FQHC operations.Systems-oriented approach to problem-solving.Strong skills in finance and understanding of the intersection between finance and operations.Experience working with a Board of Directors.Strong skills in building community relations and collaborative partnerships.Collaborative, team-oriented leader.Culturally sensitive and diversity-oriented.Patient-centered.Excellent communicator, in both written and verbal formats.Staff-focused with strong personnel management skills.Committed to quality care and outcomes.Knowledge of specialized programs and services such as Medi-Cal, Medicare, CalAim, APM etc.Education & Experience: Master's degree in health, human services, or allied field in administration, or equivalent in experience.
Minimum of a bachelor's degree in a relevant field.Minimum of five (5) years in leadership position.Minimum of three (3) years in FQHC leadership position.Experience preferred in strategic plan development and implementation, board relations, financial management, capital and operating budgeting and fundraising, grants management.Demonstrated commitment to diversity, equity, inclusion.Demonstrated success in effective communication.Demonstrated commitment to transparency.Demonstrated skills in team building and team management within various structures.Demonstrated ability to work with various types of partners, communities, and colleagues.
