Positions Supervised: Controller, Director of Revenue Cycle
Position Summary: Under the supervisor of the President/Chief Executive Officer (CEO), the Chief Financial Officer (CFO) will develop and implement operational strategy. As a member of the senior leadership team, the CFO will be an advisor to directors and managers, providing direction on budgetary matters and consulting around their departmental operations. The CFO is responsible for overseeing all administrative, fiscal, and fiduciary responsibilities for the organization, in conjunction with the President/CEO, Board of Directors and the Finance and Investment Committees of the Board.
Essential Functions: As a true business partner to the President/CEO and department directors and managers, assess organizational performance against both the annual budget and CSC's strategic plan. Develop tools and systems to provide critical financial and operational information to the President/CEO and make actionable recommendations on both strategy and operations.Engage the Finance, Investment, and other committees or task forces of the Board of Directors around issues, trends, and changes in the operating models and operational delivery, as necessary. Assist in establishing yearly objectives and meeting agendas, and selecting and engaging outside consultants (auditors, investment advisors, legal counsel).Operations: Develop annual department budgets with CSC leaders and managers and an overall budget for Board of Directors approval. Report budget to actual progress throughout the year and hold CSC directors and managers accountable for their respective budget(s).Oversee all accounts, ledgers, reporting systems, and systems of internal control, ensuring compliance with appropriate Generally Accepted Accounting Principles, regulatory requirements, and Office of Management and Budget audit requirements (if applicable). Maintain internal control safeguards and coordinate an annual independent audit.Manage cash flow. Optimize the handling of relationships with CSC's bank and investment firms and initiate appropriate strategies to enhance cash positions.Manage and track the performance of CSC's endowment in keeping with the policies and investment guidelines established by the Investment Committee.Review all formal procedures, processes, and administration of fiscal management recommending improvements to the systems in place and managing the systems going forward. Ensure that policies are consistent with any third party (e.g. CARF) accreditation requirements and best practices in internal control.Oversee and review all contractual relationships and agreements, consulting with outside legal counsel when necessary.Oversee and manage risk to the organization, including managing insurance policies and coverages, coordinating with the Director of Facilities and Transportation around safety and security issues.Manage the organization's Corporate Compliance Program.Undertake the responsibilities as CSC's HIPAA Privacy Officer as well as oversee the organization's overall HIPAA compliance.Ensure all governmental filings are accurate and filed timely, including the organization's Form 990 and charitable annual report filings in Ohio and other states where CSC solicits fundraising.Plan administration of the organization's 401k plan, including monitoring and coordination with CSC's outside plan advisor, approval of participant transactions and filings, completion of the audit of the plan by outside independent auditors, and filing of the annual Form 5500.Knowledge, Skills and Abilities: Knowledgeable, detailed, and precise.Can patiently educate the Board of Directors, President/CEO, program staff, and others about the organization's finances and their implications.Is passionate about the mission of the organization.Works well across variety of functions, programs, and people.Understands nonprofits, budget models, and contracts in depth.Ability to attract the financial and in-kind support needed to sustain and grow the organization's programs and services.Communicates in a transparent fashion.Exercises good judgment in the midst of ambiguity.Ability to build and maintain a network of support to draw upon for advice or for pro bono or discounted services.Supervision Functions: Supervises and administers all aspects of the Finance office operation in compliance with the AICPA Audit & Accounting Manual.Supervises, administers, and upgrades the agency's insurance, and data processing, as needed. Responsible for agency's internal controls.Qualifications: The Chief Financial Officer (CFO) will be a seasoned and mature leader with at least 5 years of broad finance experience, ideally beginning in public accounting, followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership. The CFO will have experience managing the finance function (accounting, budgeting, control, and reporting) within a programmatically-diverse entity.
Demonstrable passion for CSC's mission; a hands-on manager with integrity and a desire to work in a dynamic environment.Mature and proactive, with evidence of having worked as a true business partner to the President/CEO of a complex organization. If coming from the for-profit world, nonprofit board experience is preferred.Strong analytical skills and experience interpreting a strategic vision into an operational model.Past experience with Office of Management and Budget (OMB) audits.Past experience managing critical financial management systems.An effective communicator at all levels in the organization, with strong oral and written skills, able to speak in front of small and large audiences including staff, board, donors, and government officials.A willingness to share information with others to assist in their decision-making process.A collaborative and flexible style, with a strong service mentality.Education: Bachelor's degree in Business Administration with a concentration in Accounting. Masters in Accounting, Business, Management or related field.License or Certifications: Certified Public Accountant licensed in the State of Ohio.Physical Functions: While performing the duties of this position, the employee must be able to work flexible hours, including weekends and evenings (when needed). Must be able to attend various sites and meetings outside of the agency that may include times outside of normal work hours. Must be able to bend, lift, stoop, stretch, and push up to 25 pounds.
