The Department of Employment and Economic Development (DEED) is seeking a highly motivated and strategic leader to serve as the Agency Chief Financial Officer and director of the Administrative and Financial Services Division. This position provides management direction and oversight of all aspects of agency financial, accounting, budget management, and planning activities including development of fiscal, monetary, and financial policies and procedures.
The incumbent has oversight of the agency's complex procurement, contract and grants management activities, Internal Audit and Analytics services, and associated evaluation, compliance, monitoring, and analysis. The incumbent also oversees DEED's administrative services. The incumbent provides strategic leadership and guidance to the Commissioner, Deputy Commissioners, and Division Directors on fiscal and budgetary policies and issues.
Responsibilities include:Plan and direct the development and implementation of financial policies, procedures, and controls so that financial and accounting functions along with budget are consistent with state statutes and federal regulations, departmental and programmatic requirements, guidelines, goals and objectives, and accurately reflect the financial status and condition of the department.Provide overall leadership to the Administrative and Financial Services (AFS) department to ensure DEED objectives are executed efficiently and effectively and consistent with state and federal laws and policies.Analyze the impact of executive decisions on department financial policies and operations and provide direction for monitoring and evaluating department performance to ensure that resource allocation decisions are optimized and consistent with department goals and objectives.Direct the preparation of special financial reports to analyze and evaluate program activities for fiscal compliance including the examination of key business processes and policies, facilitating timely decision-making, or in response to inquiries by state or federal agencies.This position is telework eligible and is occasionally required to be on-site at the office in St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state.
