Main Purpose of Job: The Chief Information Officer (CIO) directs the operation of the Office of Enterprise Technology of the Maryland Department of Health, overseeing and supervising the Department's IT efforts. The CIO reports to the Deputy Health Secretary of the Department's Operations administration and serves as advisor to the Health Secretary on all information technology matters. The CIO is the Department's official point of contact with other government agencies and private entities on information technology issues.
The Office of Information Technology provides department-wide information technology planning, acquisition, policies and standards; local and wide area computer networks; and the development, maintenance, and operation of information systems.
POSITION DUTIES: Essential functions of the CIO include, but are not limited to:
Ensuring that information technology is developed, acquired, and managed within the department in accordance with Federal, State, and Department policies, standards, and procedures.Collaborating with the Department's Chief Information Security Officer, Chief Data Officer, and Chief Privacy Officer to oversee the information management, information security, and data integrity of the Department.Overseeing all information technology functions of the Department including all data centers, technical service centers, production scheduling, help desks, communications networks (data and video), computer program development, information technology service management, enterprise architecture, agency staff training in information technology and computer systems operations.Monitoring the performance of information technology investments managed by the Department, evaluating those investments on the basis of applicable performance measurements, and advising the Secretary whether to initiate, continue, modify, or terminate an investment.Collaborating with the Director of the Office of Preparedness and Response to ensure that comprehensive Disaster Recovery Plans exist and are kept current.Working closely with Program Directors and statewide Local Health Officials to ensure that all new systems development projects include the participation of all stakeholders, and strive to eliminate duplicate data collection/data entry processes.Overseeing the preparation of the departmental information technology operating budget request and Information Technology Project Request (ITPR).Determining the department's optimal information technology organizational structure and develops strategies to achieve staffing requirements.Ensuring that all agency information technology procurements, contract management, program and project management activities are aligned with best practices and sound principles, and that all agency major information technology projects and procurements are planned, budgeted, and implemented in accordance with State laws and policies.Developing and overseeing a department-wide strategic information technology master plan that is consistent with the statewide strategic information technology plan.Enforcing the performance evaluation process for the department's information technology staff, assessing the staff's information technology skills and knowledge relative to job performance and setting appropriate strategies for hiring, training, and professionally developing information technology staff.Partnering with other State information technology leaders to facilitate the implementation of sound and integrated statewide information technology architectures.Developing and implementing strategies to ensure that the Department leverages emerging technologies in a safe but effective manner that ultimately maximizes benefit to the constituents of the State of Maryland.MINIMUM QUALIFICATIONS: Qualified candidates must possess a Bachelor's degree in Information Technology or related field from an accredited college or university and at least ten (10) years of progressively responsible IT leadership experience, including at least three (3) years overseeing IT functionality of a large organization.
DESIRED OR PREFERRED QUALIFICATIONS: Preferred candidates should possess the following:
Experience with the planning and implementation of enterprise IT systems in support of business operations in order to improve cost effectiveness and service quality.Ability to strike a balance between being the chief innovator, while being vigilant about assessing risk and what controls need to be in place for cybersecurity and data privacy.Demonstrated experience and training in project management.Demonstrated experience in one or more of the following: application development, enterprise architecture, information technology service management, implementation of emerging technologies.SELECTION PROCESS: This is a Management Service position, and serves at the pleasure of the Appointing Authority.
