SUMMARY Directs all clinical programs and services as part of the Certified Community Behavioral Health Clinic Model.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Responsible for review and implementation of written clinical program specific goals and outcome criteria that guide and support the provision of recovery-based services and fall within the CCBHC model. Assists in the development, review, and outcome of all CCBHC and program monitors. Demonstrates the ability to oversee multiple programs simultaneously. Responsible for monitoring program performance and ensuring budget goals are met. Responsible for coordinating the development and implementation of new clinical programs and services, with the direction of the COO. Responsible for the supervision of clinical program directors. Provides for coverage in directly overseeing all aspects of any program in the event of having a vacancy for any clinical program director. Must maintain skill set of expert knowledge regarding all aspects of clinical documentation, CCBHC standards, service manual, levels of services, contracts, and specialty programs. Responsible for ongoing knowledge of the course of treatment, needs, and special issues of program clients. Assist in all program development, grant coordination, and budgetary needs for all current clinical programs. Works to expand and enhance all clinical programs in keeping with HOPE mission and philosophy. Responsible for making recommendations concerning the number and qualifications of people needed to provide quality clinical services for the clinical programs. Responsible for identifying and implementing staff training, consultation, education, and orientation needs of assigned staff to upgrade the skills needed to maintain quality program services. Oversees and coordinates all staff development needs for the agency. Assists COO in clinical oversight of programs to ensure quality care is being provided and in compliance with all aspects of contract requirements, funding source expectations, and standards of practice. Supports and promotes a service environment for individuals in need of behavioral health and/or co-occurring services that are recovery focused, welcoming, and attentive to the needs of individuals who may have experienced trauma in their lives. Attends annual core competencies training in relationship to individuals with co-occurring disorders or who have experienced trauma in their lives. Utilizes and promotes the philosophy of Collaborative/Therapeutic Documentation to meet clinical record keeping documentation standards and ensure documentation is completed with the consumer to the extent possible and all documentation is completed on the same day of the date of service. Assists with grant management as well as new grant proposals to expand clinical programs and aid in CCBHC oversight. Responsible for recommendations on hours of operation of various therapeutic services program components and ensuring adequate staff coverage. Responsible for ensuring that programs are delivered in a safe environment. Initiates the development and revisions of agency policy and procedures. Responsible for ensuring clinical CARF, DMHSAS, and funding source standards are met. Responsible for program/staff orientation and adherence to agency policy and procedures, CARF and DMHSAS standards and criteria, federal and state confidentiality rules and regulations, and any special funding source requirements. Responsible for maximizing Title XIX (Medicaid) and other sources of third-party reimbursement. Responsible for ensuring staff meet agency performance standards, to include reporting and record keeping requirements. As needed and if eligible by licensure provides licensure supervision and/or on-site supervision for those staff who are candidates for licensure. Responsible for establishing and maintaining professional working relationships with all agency directors and program staff and developing integrated service provisions between various programs. Represents agency regarding clinical services to external agencies and providers. Responsible for maintaining community contacts with stakeholders and other agencies. Participates as a member of the agency Management Team, Clinical Team, and all other assigned meetings or needs of the agency as assigned. Will attend most HOPE Board meetings. May be required to work evening or weekend hours and must be reasonably available for agency needs beyond agency hours of operation. Performs other related duties as assigned. SUPERVISORY RESPONSIBILITIES Supervises all clinical program directors in the agency. Is responsible for the orientation, direction, coordination, and evaluation of these directors. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, orientation, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Oklahoma State license in a mental health field (LCSW, LPC, LMFT, and/or LADCMH) with five years' experience in staff and/or program supervision; or

CERTIFICATES, LICENSES, REGISTRATION Required to maintain any required licenses. May be required to obtain and maintain ODMHSAS Case Management certification. May be required to obtain and maintain first aid and/or CPR Certification. Required to complete Therapeutic Options or approved safety training and annual updates. Required to travel and must possess valid Oklahoma license, meet HOPE insurance requirements, and provide motor vehicle record to the human resources office.

LANGUAGE SKILLS Ability to read, analyze, comprehend, and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from consumers, regulatory agencies, or members of the community. Ability to write routine reports and correspondence and clinical writing/documentation in medical records chart. Ability to effectively present information in one-on-one and small group situations to families, clients, and other employees of the organization, and community partners. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs.

REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to seek out supervisory assistance for additional training when needed and make application of techniques or other skills to meet essential job duties and responsibilities.

OTHER SKILLS AND ABILITIES Knowledge of clinical treatment modalities and therapeutic processes. Diagnostic and assessment skills. Knowledge of the mental health service system. Ability to relate to persons with severe mental illness in a positive, helpful and constructive manner. Ability to establish effective and tactful working relationships with co-workers; to express ideas and facts clearly and concisely in written or oral form. Ability to operate computer software to collect and summarize data on persons served.
