Position Title: Clinical Director
Reports To: Executive Director
Position Summary: The Clinical Director provides clinical oversight concerning direction, strategic planning and coordination of service delivery for individuals those clinicians under their management. In collaboration with Program Directors, coordinates department resources in an efficient and economic manner to enable each individual to attain or maintain the highest practical physical, mental, and psychosocial well-being. Collaborates with other departments, medical professionals, consultants, and organizations, including state agencies and advocacy groups, to develop, support and coordinate individual care, related administrative functions, and to represent the interests of the organization and those served. They provide input in the coordination and improvement of services and work with provider agencies to ensure timely and efficient service delivery. In addition, the Clinical Director may be asked to serve on task forces/committees and represent the Columbus Organization to the general public. Concurrently, they interact with other agencies, provide information to and respond to requests from individuals and their families, community representatives, State offices, Providers and the general public which involves explaining programs and policies, handling complaints and grievances and speaking before the public and groups. The position works closely with State Directors to implement a shared vision, advance projects and establish priorities within the various Care Coordination programs.
Responsibilities: Provides oversight and management to clinical staff.Consults monthly and as needed with Columbus physician about high profile cases and document recommendations in IDD Connects.Coordinates with clinical supervisors and ISCs about recommendations and information from consulting physicians.Ensures that all individuals receiving ICWP, and NOW/COMP individuals are seen according to policy.Assists with onboarding and visits of new Intensive Care Waiver Participants.Ensures that individuals with complex needs and those receiving intensive/enhanced services are seen according to policy.Ensure that Clinical Supervisor quarterly reviews are completed as required.Ensure that assessments are completed.Monitors status of individuals that are in crisis and transitional homes by participating in bi-weekly conference calls with DBHDD and ISCs.Complete a review of 25% of caseloads on a quarterly basis to determine if all ISC services and protocols are being followed. This review will be documented and available for review by DBHDD staff.In conjunction with the Team Leaders and the Director, identifies training needs and develops plans for staff to better understand changes in policies, procedures and regulations.Act as a clinical consultant for each of the ISC and enhanced coordinators and each of the participants served within the ISC team's caseload.Responsible for ensuring that all ISC participants receive one annual joint visit and that each ICWP member receive at minimum one quarterly joint site visit.Provide ongoing consultation to determine risks and unmet needs and collaborate in identifying and securing resources.Maintain familiarity with nursing or behavioral health care plans developed by provider agencies to ensure that ISC and Enhanced Coordinators understand the purpose and evaluate the efficacy of the plans.Maintain availability between supervisory sessions to help Intensive Support Coordinators solve problems around key participant issues, resolve service problems, and visit participants as part of their interdisciplinary team for clinical consultation and planning.Assists with onboarding and site visits of new members that have been enrolled in the Independent Care Waiver Program (ICWP).Monitor status of individuals that are in crisis by participating in bi-weekly conference calls with DBHDD and ISCs.The Clinical Director, assuming a consultative relationship, will participate in case conferences on behalf of intensive support coordination individuals as requested by the intensive support coordination agency.Provides clinical oversight and assists with analyzing employee ISC/ICWP performance with supervisors to ensure desired outcomes are addressed and conducted.Monitors team's adherence to contractual deliverables to ensure compliance of service delivery and accuracy of mandated reporting requirements.Participates in program planning, implementation and coordination to ensure that program goals and current operations are in compliance with department and Federal/State rules, regulations, policies and procedures.Assists with program evaluations with State Director and Quality Assurance Director to ensure desired outcomes are addressed and conducted.Provides reports to the Director, and other appropriate parties to reinforce program effectiveness.In conjunction with Team Leaders, evaluates and monitors team's service delivery and as needed, provides input on staff corrective action plans, provides technical assistance regarding program and ISC/ICWP client issues.Partners with Director and Columbus Leadership to implement a shared vision, advance projects and establish priorities.Assists with the development of strategic and programmatic plans for their assigned staff as part of office Leadership Team. Provides timelines and resources needed to achieve the program goals.Mentors staff, reinforcing a commitment to building, cooperation and collaboration among team members, individuals and their families, providers and state staff.Analyzes team's monthly performance and provides direction regarding clinical staff's productivity and progress, ensuring team's service delivery supports billable events and that staff resources are used effectively to promote a high degree of customer satisfaction, efficiency and quality service.Provides input into the development, planning, and strategies, focusing on areas for growth and improvement.Assists the Teams efforts to strengthen and build local and national partnerships with outside organizations aimed at fostering the development of collaborative projects.Advances community outreach focusing on Columbus programs and services, increasing the company's visibility with potential State agencies and programs.Assists in ensuring that assigned staff are compliant with all accrediting bodies such as CARF and that appropriate quality assurance programs are complied with Provides input into the development, planning, and strategies, focusing on areas for growth and improvement.Presents to and consults with Director on business trends with a view to developing new services, products, and markets.Analyzes competitor businesses that are expanding in new, unique ways and evaluates for inclusion in company growth strategy.Creates an environment that fosters teamwork, cooperation, respect, diversity and service to customers.Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. although occasional after hour availability is expected to address any time-sensitive needs for information, state requests or emergencies related to a member's health and safety.
Travel: The position requires an active driver's license. This position requires a willingness to travel regularly to various regions and states within the assigned areas. Travel is primarily local during the business day, although occasional out-of-area and overnight travel is expected for activities such as outreach events and other offsite assignments.
Required Experience: A minimum of (2) two years of professional experience working with individuals with complex behavioral and/or medical issues in a structured setting related to individuals with ID/DO.A minimum of three (3) years of experience providing home and community-based Case Management services for individuals with disabilities or other related disabilities.Two (2) years of experience in making recommendations as part of a client's service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits.Must have a current professional clinical license in the state of Georgia, and the license must be in good standing.A degree/certification as a Board-Certified Behavior Analyst, Psychologist, Licensed Professional Counselor, Licensed Associate Professional Counselor, Licensed Clinical Social Worker, Licensed Master Social Worker or a Registered Nurse from an accredited college or university.Experience with NOW/COMP, ICWP waivers and with completing health care assessments.#COORD
