The City of Pasadena Public Health Department is currently seeking an enthusiastic and skilled Community Services Representative II to serve in a "Home Visitor" role to support the Home Instruction for Parents of Preschool Youngsters (HIPPY) program.
HIPPY is an evidence-based peer home visiting program that supports parents in their role as their child's first and most important teacher.
The focus is to model positive parenting and discuss strategies for engaging and enhancing curricular activities.
The home visitor's main responsibility is to deliver the HIPPY curriculum to their assigned parents each week.
Service delivery is achieved through role-play (acting out the curriculum) during home visits and group meetings.
IDEAL CANDIDATE
The ideal candidate would be a parent eligible for participation in the HIPPY program (i.e.
parent of a child 2-5 years old) or have regular access to an appropriate-aged child of a friend or family member.
Home Visitors are expected to speak the language of the families being served; bilingual (English/Spanish) not required however is a plus.
Home visitors provide support within their communities to parents of similar backgrounds, who face similar life challenges by enhancing the parent child bond, improving the home literacy environment, and promoting education as a family value.
This is a peer relationship unique to HIPPY aimed at achieving long term academic success.

For over 130 years, the Pasadena Public Health Department has been responsible for helping protect, maintain, and improve the health of the Pasadena community.
The City of Pasadena is one of only three cities in the State of California that maintains its own independent local health jurisdiction with responsibility for a wide variety of services that support the three core functions of assessment, policy development, and assurance.
This is a limited-term grant funded position with current funding through June 30, 2026.
Many public health positions are funded through external grants with various time durations.

The major responsibilities of this position are listed below.
For more detailed information, please review the Attend weekly trainings conducted by the HIPPY Coordinator, including a minimum of 15 hours of professional skills development.
Attend workshops, trainings, and webinars focused on child development.Assist HIPPY Coordinator and other program staff in recruiting, enrolling, and/or retaining participants and planning HIPPY advisory group meetings.Practice the curriculum weekly with your own child or an appropriate-aged child of a friend or family member.Conduct weekly home visits with parents for approximately one hour.
Provide resources and information to parents as needed.Maintain a caseload as a full-time home visitor of up to 20 families.Participate in all HIPPY-sponsored activities (e.g., field trips, group meetings, awards ceremonies etc.
)Prepare/update HIPPY participant tracking sheet/spreadsheets for biweekly meetings with HIPPY Coordinator.Complete HIPPY report forms, input information into data system daily, and produce reports to guide continuous program improvement.Document contacts and outreach activities including logs, client files and sign in sheets for the annual report.
Assist with coordinating and implementing special projects and events.A flexible work schedule is required to accommodate home visits in the evening hours Tuesday - Thursday (5:30 - 7:00 pm) and occasional weekend events.Complete monthly time studies recording daily activities and submit secondary documentation.

The selection process will consist of an evaluation of training and experience and the most highly qualified candidates may be invited to participate in either a written, oral, or performance examination, and a department level interview.
VACANCY INFORMATION
There are currently two full time and two part time vacant positions with limited-term grant funded vacancy in the Community Health Division of the Public Health Department.
The resulting eligible list from this recruitment may be used to fill this vacancy and similar vacancies in the future.
Candidates selected for this position are subject to a one-year probationary work period.
Special Requirements
Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
