GENERAL DESCRIPTION: Under general supervision of the Director of Public Works, this position is responsible for ensuring infrastructure and site construction complies with plans and specifications for private development and City capital improvement projects, including roadway, drainage, and water/wastewater activities.



SUPERVISION RECEIVED AND EXERCISED: Reports to the Director of Public Works; No supervision is exercised by this position.



DUTIES AND RESPONSIBILITIES: The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.



ESSENTIAL FUNCTIONS: As part of the City's development review team, this position reviews plans, specifications and sites for private infrastructure development and public construction projects. Provides comments on plan sheets, plats, and other documents ensuring accuracy and compliance with applicable standards, specifications, regulations and codes; researches TCEQ, OSHA, ASTM, AWWA, MUTCD and TxDOT and other regulations and standards and analyzes information; and writes reports on findings. Conducts Pre-Construction Meetings for new commercial and residential development projects, utility improvement projects, and any other applicable projects as assigned. Inspects the construction of street improvements (i.e., paving, curb and gutter, sidewalk, etc.), bridges, storm drains and boxes, underground utility systems including lift stations, reservoirs, pressure stations, force mains, parks, grading and private street systems, street lights and traffic signals, as applicable. Inspects subgrade and roadway base for compaction, alignment, grades and materials. Inspects water and wastewater pipe and associated appurtenances construction for proper alignment, grade, jointing, fittings, bedding and materials; performs air testing, deflection testing, vacuum testing and bacteriological testing. Inspects base, sub-grade, and finish grading including slopes for all private development, capital improvement projects, and fill permits to ensure compliance to plans and specifications. Receive, review, approve and inspect all franchise utility permits. Schedules and makes arrangements for construction survey, soil and construction material testing, and other services or materials; conducts a variety of tests on new facilities. Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the general public; answers citizen concerns and requests for information. Provides information to internal and external customers regarding the status of capital improvement projects; responds and resolves inquiries; and coordinates and manages community meetings. Reviews product submittals, testing reports, video inspections, traffic control plans, haul routes and erosion control plans. Perform administrative duties; file reports, forms and submittals; maintain files and reports; and examine lab test results and packets from project engineers. Monitors quality control, construction site safety, trench safety, and safe handling of traffic in construction and maintenance areas. Work involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently, but in accordance with City and department policies, regulations and established technical standards. Represents the City to external clients and stakeholders to identify proactive solutions and resolves complaints and problems as they may arise; informs and communicates; seeks input and provides responsive solutions. Collaborates with other departments to ensure that all ordinances pertaining to right of way and construction permits, dust control, erosion control, stormwater quality, grading and public improvements are enforced. Establish and maintain effective and cooperative working relationship with coworkers, engineers, developers, contractors, agency officials, and citizens contacted in the course of work. Performs other related duties as assigned. PERIPHERAL DUTIES: Provides additional related capital improvement project support to Public Works as needed.



DESIRED MINIMUM QUALIFICATIONS: High School Diploma or equivalent with three (3) years of related experience. Valid Texas Class C driver's license. SPECIAL CERTIFICATIONS AND LICENSES: Current Class I or II Wastewater Collection System Operator, preferred, but not required. Current Class 'D' or 'C' Water Distribution Operator, preferred, but not required. Customer Service Inspector (CSI) Certification, preferred, but not required. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of: Public works construction practices and materials, construction surveying, and accepted safety practices in public works construction. Thorough knowledge of the methods and practices involved in construction inspection pertaining to roads, paving and drainage activities, and other public works infrastructure. Considerable knowledge of possible defects and faults in paving and drainage construction, of standard inspection criteria, and of effective corrective measures. Considerable knowledge of applicable municipal, regional, and state regulatory practices. Considerable knowledge of the industry's municipal, regional, state, and federal regulatory practices, i.e., TCEQ, TxDOT, MUTCD, OSHA, EPA, ADA, etc. Ability to: Travel to different sites and locations. Inspect projects for compliance with plans and specifications. Interpret and apply pertinent federal, state and local laws, codes and regulations. Collaborate with other departments to ensure that all regulations are enforced fairly, firmly, factually and with proper public relations skills. Judge the quality of materials and methods of workmanship in relation to requirements. Determine if construction systems conform to City code requirements and State regulations. Read and interpret plans, diagrams, specifications, and related forms of engineering and architectural designs, and to recognize and detect deviations from plans, regulations and standard construction practices. Perform mathematical computations such as slopes, grades, etc. related to roadway, drainage, sewer, and potable water system construction. Maintain records of inspection work; make accurate field notes; prepare reports of inspections and correspondence. Organize workload; establish priorities; and meet established deadlines. Provide management with sound, positive advice and information concerning position's area of responsibility. Establish and maintain cooperative working relationships with those contacted in the course of work and to communicate effectively with the public and other required entities. Use spreadsheet and word processing applications (Microsoft Word/Excel/Outlook) to prepare clear and concise correspondence and other written materials. Interpret and abide by City and department administrative directives, policies and procedures. Make mathematical computations rapidly and accurately. Skills: Strong public contact and customer service skills. Strong verbal and written communication skills. Skilled in interpreting, applying, and explaining applicable laws, codes, ordinances, specifications, standards, rules, regulations, policies, and procedures. Skilled in applying independent judgment, professional discretion, and resourcefulness in interpreting and applying guidelines. SELECTION GUIDELINES: Formal application, rating of education and experience; oral interview and reference check; job related tests may be required.



TOOLS AND EQUIPMENT USED: Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.

Equipment may include but is not limited to: Truck, survey equipment, temperature gauges, levels, measuring wheels, valve keys, picks to open manholes, hands-free cellphone, mobile computer (laptop or tablet), fax, copier, computer, printer, and calculator.



PHYSICAL DEMANDS: This is medium to heavy work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects. Work requires climbing, stooping, kneeling, crouching, standing, walking, pushing and pulling.



WORK ENVIRONMENT: Duties are generally performed citywide in both outdoor and indoor settings. The job requires frequent exposure to the outdoors conducting field inspections under variable weather conditions. May frequently work near moving mechanical parts, is exposed to wet or humid conditions and vibration. May be occasionally exposed to fumes or airborne particles, toxic/caustic chemicals, and loud noises.
