IREX seeks a consultant to provide support to IREX's Information & Media unit on USAID contract administration and management issues. Activities will include working with technical staff to articulate approval requests, field contract management issues as they arise, and provide advice on an as-needed basis.
Illustrative tasks may include: Review and draft documents and requests that are submitted to the Contracting Officer (CO) to include, but not limited to the following: International travel approvals, salary justifications, notification and approval of project local compensation plans, Third Country National/Cooperating Country National (TCN/CCN) Waivers, notification/approval of key personnel changes, purchase of non-expendable items that require prior CO approval, non-expendable disposition requests, annual inventory reports, limitation of funds/cost notification submissions, specific requests for separate maintenance allowance, severance CCN leave payouts, allowances, and other documents for which the CO has the authority. Developing and advising on contract-related documents. Advising on contract negotiations with USAID. Applying skills and knowledge related to contracts management policies, procedures, and regulations as defined by laws, rules, policies, procedures, and methods governing the administration of Federal contracts. Providing guidance to program personnel and other stakeholders on matters related to contract management to ensure efficient administration. Provide program staff with technical assistance, including the interpretation of and application of contract provisions, regulations, policies, and procedures. IREX is seeking a consultant available for up to 45 days in a 12-month period with a flexible schedule. This is a remote consultancy. Required Qualifications: Bachelor's Degree Minimum of 5 years of experience in federal contracts management, including interpreting provisions of cost-plus-fixed-fee and cost-plus-award-fee US government contracts. USAID contracts experience preferred. Thorough knowledge of the FAR, AIDAR, ADS and 2 CFR 200/700. Contract administration experience with USAID contracts and GUCs. Ability to communicate policies and interpret regulations to provide clear guidance. Excellent written and oral communication skills. Ability to work on tasks independently. Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully. Authorized to work in the United States Application Evaluation: All proposals will be evaluated and scored by IREX staff based in Washington, D.C. IREX may at its discretion ask for additional information. Term: This role will be an at-will consultancy. Length of the performance period and weekly hour allocations will be determined with the selected candidate, based on their availability. Renewal: IREX reserves the right, based on availability of funding and consultant performance, to enter into subsequent contractual agreements with the winning vender for a period of up to 3 years without issuing a new call for consultants.
