Contract Close Out Manager Springfield, VA 22150
We are recruiting for a Project Manager with Contract Close Out expertise to work in support of an Intelligence Community program. This position is a direct hire to our client and contingent upon contract award. Federal Acquisition Certification in Contracting (FAC-C) (Professional) and prior experience supporting contracts closeout is required for consideration.
Position Description:
Provide project management support for the preparation, generation, and performance of all contract closeout actions, documentation, and data entry into the customer's contract writing system including such activities as: Support processing, coordination, and preparation of contract modifications for closeouts, payments, vouchers, and invoices for Government Contracting Officer (CO) signature. Support all required activities to track, monitor, transport and store the contract closeout files from the Government until final shipment and disposition of the contract files. Ensure all compliance requirements are met for contract closeouts with Unliquidated Obligations (ULO's) including recovering usable funds. Utilize the Ready to Close Listing provided by the Government (COR) to track status of the contracts ready to close. Update Ready to Close Listing per customer's reporting timeline and requirements. Ensure that total funds obligated match total payments made and support all required coordination with FM and payment office for final reconciliation of funds. Prepare novations as required for contract closeouts. Verify payment status for contractors. Support preliminary contract reviews to address discrepancies and conduct necessary research of documentation sources to reconcile issues that may prevent the completion of reconciliation. Prepare and process contract closing files and prepare closed files for archiving. Support Dormant Account Review Quarterly (DAR-Q) actions Validate information from the customer's Financial Management (FM). Directorate for current/completed contracts. Prepare and process modifications to de-obligate excess funds, as appropriate. Ensure compliance to all contracts standards and promote best practicesfor all activities related to the various phases of closeout files. Education and experience includes: U.S. citizenship Current TS/SCI security clearance Current CI polygraph or ability to obtain CI polygraph Bachelor's degree in related discipline such as Business Administration, Accounting, Management, Finance, Marketing Certification for DAWIA or Federal Acquisition Certification in Contracting (FAC-C) (Professional) is required 7+ years of experience managing federal government contract closeout activities Effective written and verbal communication skills to interact across all program levels Excellent customer service skills and interest in working in a fast-paced environment Availability to work on-site 5 days Flexibility to accept contingent offer for late summer/early fall start #CJ
