Equal Opportunity Employer/Veterans/Disabled SUMMARY Bering Straits Native Corporation is currently seeking a qualified Director of Cost Estimating for our corporate office.
This position leads and oversees the Cost Estimating Department in generating complex financial spreadsheets for cost proposals in response to government RFPs and discussions with customers.
This is an advanced leadership position responsible for preparing detailed, responsive cost volume proposals in response to government solicitations.
The individual must possess the ability to review and extract requirements from formal solicitation documents; solicit and obtain quotes for materials, equipment, and subcontracted tasks, and manipulate large work breakdown structures developed to support task totals.
The role requires high proficiency in MS Excel sufficient to accurately develop and refine complex formulas and linkages on cost spreadsheets.
The Director of Cost Estimating will ensure cost proposal support is consistently achieved, coordinate effectively with the proposal development team and other departments, and participate in government-directed audits.
This position reports directly to the Vice President of Operations and is responsible for the daily supervision of the Cost Estimating team.

Responsibilities:
ESSENTIAL DUTIES & RESPONSIBILITIES Review Government Requests for Proposals (RFP) to determine specific cost requirements, ensuring proposals are prepared timely and in accordance with FAR requirements.
Develop formats for cost proposal data to comply with Government requirements and prepare spreadsheets using Microsoft Excel.
Assist in and author the development of processes to define consistent cost estimating practices.
Develop accurate and detailed cost estimates and distribute specific costs accurately utilizing work breakdown structures or other cost allocation methods.
Participate in strategy meetings and provide input on cost-related matters, including cost strategy for initial proposals and subsequent revisions.
Perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFPs, and make recommendations on methods, procedures, and techniques for refinement of proposals.
Compile and review data to support proposed cost elements sufficient for audit by government agencies.
Participate in and present responses to audit questions.
Be proficient with the Service Contract Act, Federal Acquisition Regulations, and other government-related applicable standards and regulations for accurate application.
Prepare and support the development of cost/pricing presentations for management as requested/required.
Supervise the Cost Estimating team, providing daily guidance, support, and training to ensure productivity and proficiency goals are achieved.
Perform other duties as assigned.


Qualifications:
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION To perform this job successfully, an individual must be able to satisfactorily perform each essential duty.

Required (Minimum) Qualifications 7 years experience with cost estimate development.
Must have advanced proficiency in MS Excel or a similar estimating database.
Must be detail and task-oriented, self-motivated with the ability to multitask, work under pressure, meet deadlines, and work as a team member.
Possess outstanding interpersonal skills and excellent oral and written communication skills.
Knowledge, Skills, Abilities, and Other Characteristics Proven ability to train and supervise subordinate personnel with diverse experience.
Prior advanced cost proposal and work breakdown development experience is required.
Experience with various contract types including FFP, Cost Plus, and Incentive fee.
Performance Based Contracts knowledge is strongly desired.
Expert proficiency in Microsoft Excel and proficient with Work Breakdown structures, including the ability to revise or manipulate parametric calculations.
Ability to write, review and or edit cost narratives as required.
Solid knowledge of Service Contract Act, Federal Acquisition Regulations, and other Government-related applicable standards and regulations.
Must be task oriented, self-motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member as well as a team leader.
Preferred Government services proposal development experience, minimum 5 years.
Comprehensive knowledge of subcontractor/vendor relations and processes.
A bachelor's degree or demonstrated progress towards a degree in Business Administration, Construction Management, Accounting, or related field is also desired.

In office, hybrid or full remote is available with preference given to in office or hybrid employees.

SUPERVISORY RESPONSIBILITIES No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
