The Ninth Judicial District is seeking applications for the position of Court Administrator for the administrative unit of Itasca and Koochiching counties in the Minnesota state court system.
The court administrator is responsible for providing supervision, administration, and management for the combined work  unit.
The court administrator serves as the administrative head of the court system in the two counties and is responsible for organizing, directing, and coordinating, through supervisors, the activities of subordinates engaged in the direct processing of cases as well as related staff support. Work includes the overall management of the civil, criminal, traffic, family, probate, mental health, juvenile, and conciliation case flow functions. Work is performed with independence under the direction of the bench and the supervision of the Judicial District Administrator.
Itasca and Koochiching counties, with four chambered judges, are part of the Ninth Judicial District, which is a 17-county, 24-judge area in north central and northwestern Minnesota. The two-county unit employs 21 court administration staff. The court administrator serves at the pleasure of the district bench.
Successful candidate may office in either Grand Rapids, MN or Internationa l  Falls, MN.
Typical duties of the court administrator position include, but are not limited to:

 

 

Develops, interprets, and executes policies, mandates, and operational plans; serves as records custodian; resolves problems; serves as a liaison to the judicial departments, county officials, and the public; interprets and executes statutory mandates, rules of court, and judicial policies as they relate to administrative management. Assigns or supervises and directs the work of all non-judicial employees of the Court Administrator's Office; directs personnel management including recruitment, hiring, training, motivation, performance evaluation, and discipline. Oversees facility management, prepares contingency plans for local court in case of emergencies, and coordinates with local law enforcement on courthouse security issues. Supervises the financial aspect of local court operations including the collection and receipt of fines and fees; maintains custody of funds; maintains financial records; prepares, monitors, and manages annual budget in conjunction with district administration. Coordinates the process of selecting, summoning, and compensating jurors. Coordinates, organizes, and supervises the management of the various case processing activities of the court with regard to guidelines, work procedures, and case flow management; oversees court scheduling, case assignment and file processing; monitors statistical data; prepares reports. Advises judges, and lawyers concerning the administrative procedures of the court; identifies deficiencies in documents submitted by litigants and counsel; drafts proposed orders upon request. Resolves complaints on court related matters from the public, law enforcement, attorneys, and others. Travels regularly within the work unit. EXAMPLES OF KNOWLEDGE, SKILLS,  &  ABILITIES
Ability to operate at an executive level with judges, court leaders, state and county agencies, and elected officials.
Knowledge of court procedures and policies, legal documents, laws, and legal factors pertaining to the various divisions and functions of the court.
Knowledge of the organization, operations, functions, and scope of authority of the court.
Ability to make work-related decisions in accordance with laws, regulations, and court policies and procedures.
Ability to plan, assign, coordinate, supervise, and manage the work of subordinate employees engaged in a variety of court activities.
Ability to establish and maintain effective working relationships with others.
Ability to travel frequently within the district and state.
QUALIFICATIONS
Graduation from an accredited four-year college or university with a bachelor's degree in business, public administration, court administration, or closely related field combined with considerable court supervisory, management, and administrative experience is preferred.
