The Air Force Test Center is looking for a Term Management and Program Analyst Position (NH-0343-03) to work at the 412th Test Wing, 412th Maintenance Group in the 412th Maintenance and Operations Flight's Organizational Design and Improvement Office (412 MXG/MXOPO) at Edwards Air Force Base CA.
The primary purpose of this position is to conduct studies in project areas, using analytical tools such as Benchmarking, Lean Depot Repair and Six Sigma systems, to improve processes or eliminate unnecessary procedures within the 412 Maintenance Group.
Serves as team member within the Continuous Process Improvement Office overseeing and managing process improvement projects pertaining to aircraft maintenance and related staffing functions.
Location: Edwards, California, (Edwards Air Force Base)
Telework Information: Up to 40% telework possible (must reside in local area)
Travel Requirements: Up to 25% travel possible
Temp/Term Statement:
This position has a 5-year obligation to support overseas return rights for previous employees.
This makes this position a TERM position NOT to exceed 09/08/2027 but position may be extended or lead to a permanent position.
Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions.
3-4 years of experience in development/application of manpower requirements, program objective memorandum and or Air Force Manpower Standards desired.
- 3-4 years of data analysis experience with business, logistics, or maintenance (MX) in development, use, and reporting of metrics/measures is desired.
- 3-4 years of experience in aircraft or equipment MX, test related logistics, acquisition, or professional MX certification program level 1 is desired.
- 2-3 years of experience in development/use of information systems, dashboards or applications supporting development of management tools with MS Power tools.
Serves as a Continuous Process Improvement (CPI) team member, interacting independently and proactively with multiple organizations to facilitate organizational process improvement efforts.
- Facilitates teams and provides just in time training for MX Units in continuous process improvement and application of AF Manpower Standards.
- Works with process owners to ensure improvement and manpower efforts meet expected benefits without compromise to organizational mission requirements.
- Researches, identifies and leverages industry best practices for Business, MX, Logistics, and Acquisition functions to support innovation and its implementation throughout the organization.
- Develops efficiency-oriented business tools using advanced management concepts and industry information tools to support MX unit business functions.
Obtain & maintain Security clearance (if applicable)
- Travel up to 30-days per year
- Knowledge and skill in the application of DOD, Joint, AF, and industry management/industrial engineering principles, concepts, and methodologies, as well as knowledge of qualitative and quantitative analysis techniques associated with continuous process improvement.
- Knowledge of aircraft maintenance, modification and support activity's policies, procedures, and management practices in order to influence and direct the application of resources in the most effective and cost-effective manner in meeting organizational objects.
- Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, conceptualize, and devise innovative solutions to problems or changes in trends related to manpower and resource availability, utilization, and productivity.
- Skill in computer system operation and use of standard office software (such as word-processing, spreadsheets, presentations, databases, and program management software), and statistical model and simulation software; ability to resolve difficult technical/management problems within a team environment and provide value added input.
