Main Purpose of Job: The main purpose of this full-time contractual Public Health Informaticist position will be to enhance the department's capacity to collect, analyze and utilize health data to inform public health decisions that will improve population health outcomes.
This position will focus on developing and managing health information systems databases, ensuring data quality, security and accessibility and translating complex data into actionable insights for public health initiatives.
This position will also collaborate across all department divisions to optimize the use of technology and data analytics, supporting evidence-based decision making, health interventions and public health policies.
MINIMUM QUALIFICATIONS: Experience: Two years of experience designing, developing, implementing, maintaining and controlling database management systems for computers and testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for the required experience.Candidates may substitute two years experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for graduation from an accredited high school or possession of a high school equivalency certificate.Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems for two years experience designing, developing, implementing, maintaining and controlling database management systems for computers for the required experience.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONS: The desired candidate should possess:
Knowledge of and/or experience with database management systems, software and tools preferably in the public health sectorExperience in leading health informatics projectsSPECIAL REQUIREMENTS: Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached.

BENEFITS: Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
