Job Description - Deputy Director, Office of Management Planning and Analysis (OMPA) (24000ACY)The Department of Children and Families (DCF) seeks a dynamic, highly organized, and experienced professional to fill the Office of Management Planning and Analysis (OMPA) Deputy Director position. The selected candidate will direct and supervise staff in reporting and data analysis including the production and distribution management reports, ad-hoc data requests, and the support of any agency quantitative data analysis effort.
The incumbent will provide professional leadership and administrative management, including ongoing analyses of quantitative data, program planning and development, quality assurance, and managing the Office of Management Planning and Analysis operations.
Duties and Responsibilities:
Oversee the weekly, monthly, quarterly, and annual distribution or regular and ad-hoc reports/requests.Employ project management methodologies to ensure timely distribution of deliverables with consideration to agency priority and current resource availability.Manage training and design/development efforts for staff and direct supervisory staff on effective coaching of technically advanced assignments.Direct quality assurance of new development efforts and ad hoc requests and practice continuous quality improvement to support data integrity across the agency.Lead ad hoc analyses and recommendation efforts provided to the Director of OMPA and Deputy Director of Quality Improvement for issues that arise.Lead DCF's Quality Improvement (QI) Division in all quantitative analysis initiatives including CQI projects, worker performance metrics, and staff training metrics.Champion data quality initiatives for not only the QI division, but for the entire agency.Engage and direct all units requiring quantitative data involved in the Child and Family Services Review (CFSR) and support them through sample data, data quality and timeliness metrics, and outcome measure metrics. Additionally, support the Federal Relations unit with regard to all phases of the CFSP particularly the Annual Progress and Services Report (APSR).Lead quantitative analyses for the program integrity unit and participate in audits by steering data analysis projects.Direct the production of all quantitative data needs for the Public Records Request (PRR) process working closely with Agency Public Relations and Legal offices.Provide direction and assistance for Agency Improvement Leadership Team (AILT) initiatives and support the AILT leadership with quantitative analysis.Provide guidance and technical assistance to Executive Office of Health and Human Services (EOHHS) Information Technology (IT) to develop as needed datasets for reporting purposes.Direct EOHHS data development initiatives and provide quality assurance of data deliverables based on documented requirements.Direct the preparation and delivery of data utilization and analysis principles and strategies for managing with data to DCF staff through the DCF Data Fellows Institute.Provide central/area office specific trainings and one-on-one consultation as needed.Provide leadership that ensures all people who come in contact with the OMPA Unit will be treated with respect, dignity, and fairness; that all staff will be professional, respectful, and competent, providing the delivery of high-quality services.Provide direction and support to all OMPA staff; responsible for recruitment, hiring, training, and ongoing evaluation of staff and a range of related human resources activities.Supervise all direct reporting staff and ensure all other staff are properly supervised.Complete all necessary reports, answer correspondence, and respond to inquiries and requests.Ensure physical plants (office site) are appropriate, safe, and secure for staff.PREFERRED QUALIFICATIONS:
Robust and demonstrated understanding of data analyses and management reporting.Robust and demonstrated understanding of child welfare practice principles and the impact of adverse childhood experiences.Capacity to think critically, and ability to nurture critical thinking skills among staff.Ability to communicate clearly and effectively (written and verbal) with children, families, resource parents, contracted providers, and DCF staff.Ability to manage projects and time effectively and set and implement priorities.Recognition and understanding of the impact of implicit bias and racial disparity in practice and decision-making.Proven ability to supervise staff and possess strong organizational skills.Ability to act as a community leader with public and private agencies concerning child welfare issues.An ability to manage staff/unit dynamics and provide effective problem solving.Knowledge of human resource management and program planning and administration.To Apply: Please upload both Resume and Cover Letter for this position when applying.
