Deputy Director, Procurement and Contracts (DOT Procurement Manager III)

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a Deputy Director of Procurement and Contracts.
The right leader will assist the Director of Procurement and Contracts in managing the entire procurement process in support of the Administration.
This position reports directly to the Director of Procurement and is responsible for facilitating and coordinating the management of day-to-day activities of the division and acts on behalf of the Director in their absence.
Some of the essential duties of the Deputy Director include, but are not limited to the following:
Providing day to day and overall guidance and oversight to procurement officers, and contract administrators, including coordination of assignments to ensure timely solicitations, procurements and contract awards aligned to the Agency's needs and resources allocations.
Providing guidance and oversight to the Credit Card Administrator including coordination of assignments to ensure timely reviews, compliance, and required oversight and reporting aligned to the Agen's need and resource allocation
Providing day to day and overall guidance and oversight to the Socioeconomic Manager including coordination of assignments to ensure required Procurement Review Group (PRG) analysis/goal recommendations, outreach efforts, SBR, MBE, and VSBE compliance, etc.

Prioritizing schedules, deadlines and progress of all types of solicitations and pipeline procurements including, but not limited to Operations, and Capital Expenditures for Construction, Maintenance, Architectural & Engineering (A&E) Services, Professional and IT Services, Equipment, and Commodities which may be conducted as IFBs, RFPs, Multi-Step, PORFPs, TORFPs, through a Control Agency, Sole Source, Interagency Agreement and/or Emergency or single bid and Memorandums of Understanding (MOUs)
Developing of standard regulatory and statutorily compliant policies and procedures, checklist, templates for IFBs and RFPs, Contracts, Agreements, Schedule of Prices, and multiple processes related to new contract and modification requests
Ensuring Compliance with State procurement rules and regulations and MDOT policies and procedures
Developing, executing, and/or overseeing the procurement of large, complex, multi-year contracts and specialized motor vehicle related
Assisting the Director with various sensitive and complex tasks and special assignments, may attend BPW review group meetings with TSO Procurement Officers, representatives from the Governor, Comptroller and Treasurer's offices or Secretary BPW review group meetings with the Secretary of MDOT or designee and TSO procurement staff and/or attend BPW meetings when MDOT MVA contracts are being presented in the absence of the Director

Qualifications
PREFERRED QUALIFICATIONS:
EDUCATION: Possession of a bachelor's degree from an accredited college or university .
EXPERIENCE: Eight (8) years of professional contract management or procurement experience involving duties such as soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with Federal and State procurement laws, regulations, and conditions.
Three (3) years of this experience must have involved supervising other employees.
*Please Note: Supervisory duties must be included on the application form in order to receive credit.
Professional or paraprofessional procurement or contract management experience may be substituted on a year-for-year basis for up to four years of the required education.
Additional graduate education at an accredited college or university may be substituted at the rate of thirty credit hours for each year of the required nonsupervisory experience.
Applicants may substitute the following certifications for the required education and three years of the required professional procurement experience and/or contract management experience: Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or Certified Purchasing Manager (CPM) from the ISM.
Applicants may substitute certification from the Universal Public Procurement Certification Council (UPPCC) as a Certified Public Purchasing Officer (CPPO) for the required education and five years of the required professional procurement experience and/or contract management experience.
Applicants may substitute the following certifications for the required education and two years of the required professional procurement experience and/or contract management experience: Certified Professional Contracts Manager (CPCM) from the National Contract Management Association or Certified Professional Public Buyer (CPPB) from the UPPCC.
Applicants may substitute U.S. Armed Forces military service experience in the Contracting and Industrial Management specialty codes in the Procurement field of work on a year-for-year basis for the required education and experience.
NOTE:

Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
