Job Description - Deputy General Counsel (24000AW2)Position Summary The primary role of the Deputy General Counsel of EOLWD is to assist the General Counsel on all legal and legislative policy for the Executive Office and provide a wide range of legal services to its constituent agencies.
The Deputy General Counsel gives legal advice and advisory opinions, interprets statutes, regulations, and policies for the Secretariat, and works in direct support of EOLWD's service-oriented strategic initiatives and business goals.
Duties and Responsibilities Provide legal advice and counsel in support of daily operations and strategic initiatives.Provide counsel to ensure EOLWD and its constituent agencies meet statutory and regulatory obligations under applicable federal and state law.Identify and provide solutions to mitigate legal exposure, including proactively identifying areas of risk or potential exposure.Provide legal review of draft policies, in coordination with EOLWD's General Counsel.Research, develop and draft legislation for the General Counsel/Secretariat and interpret the effect(s) of such legislation.Draft, review, and/or revise regulations, including managing the regulatory comment, hearing, and filing process.Develop legal strategies and related policies to support key EOLWD goals and objectives, including enterprise governance and risk management.Interpret court decisions and opinions, statutes, rules, and regulations applicable to EOLWD and its constituent agencies.Anticipate the effects of pending legislation and other legal issues on the EOLWD and agency operations.Represent EOLWD and its constituent agencies in actions at the MCAD or EEOC, and in other matters as appropriate.Provide legal advice to the General Counsel on policy development, personnel, public records, records retention, and state ethics issues.Review all legislative correspondence sent from EOLWD and its agencies.Serve as a representative in meetings, conferences, advisory committees, and other events where EOLWD's presence is appropriate.Educate managers and employees on potential legal consequences of their actions.Ensure that legal matters are handled timely and effectively.Serve as a liaison to the Attorney General's Office for pending litigation.Other duties as assigned.Requirements Member in good standing of the Massachusetts Bar with annual certification and registration by the Board of Bar Overseers.Preferred Qualifications Experience in government or within a highly-regulated industry is preferred.Knowledge of employment law and labor relations.Interest in public service and government.Ability to manage and prioritize a high-volume workload.Ability to manage multiple stakeholders in a fast-paced work environment.Ability to manage and mentor legal and support personnel.Proven problem-solving skills and sound judgment.A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.
