Deputy Operations / Production Head ROLE We need an experienced Deputy Operations/Production Head at the Marine Corps Public Health Center (NMCPHC) and the Naval Dosimetry Center (NDC). The NMCPHC is the Navy and Marine Corps center for public health services. The NDC serves as the Navy's ionizing radiation dosimetry center of excellence for radiation protection programs for the Navy and Marine Corps. The NDC provides leadership and expertise to ensure mission readiness through disease prevention and health promotion in support of the National Military Strategy. In this role, you will assist the Department Head for the Operations / Production Department at NDC to ensure the dosimetry systems meet the standards of the Navy, NVLAP, and other appropriate standards in coordination with the Science and Research Advisor, Technical Manager, and Quality Manager. RESPONSIBILITIES Assists the Department Head for the Operations/Production Department at NDC to ensure the dosimetry systems meet the standards of the Navy, NVLAP, and other appropriate standards in coordination with the Science and Research Advisor (SRA), Technical Manager (TM), and Quality Manager (QM).Qualify as a National Voluntary Laboratory Accreditation Program (NVLAP) Signatory.Review dosimetry reports as an NVLAP Signatory ensuring the accuracy, quality, and archiving of dosimetry records and reports to clients.Perform internal reviews and studies within the internal or external dosimetry divisions to identify improvements that can be made in dosimetry operations.Review, independently edit, format and synthesize various types of input (verbal, notes, emails, drafts) into a cohesive document or correspondence in accordance with Navy Correspondence Manual, Office Navy Message Traffic, and other format policies.Communicate with customer commands as required to solicit information required to generate reports and analysis for operations support.Communicate with customer commands as required to explain results and analysis of exposure results provided returned to the command.Coordinates and/or responds to inquiries from external commands regarding program improvements, results status, and shipment status.Maintain and update operational procedures as needed by procedural changes or process improvement.Report the status of all operations to command leadership through oral and written documentation.Participate in the A&S Program; analyze operational performance on a weekly basis and provide recommendations for continuous process improvement.Analyze and validate all dosimetry results prior to providing them back to the commands in a timely manner.Guide and enact the operational training program in accordance with command policies and guidance.Manage day-to-day workflow of the operational floor to ensure timely delivery of dosimetry equipment and results to commands.As required, generate applicable reports for data analysis and support for customer commands.Provide status updates on operational performance and tracking to ensure proper documentation.Provide written procedures and process improvement updates to ensure operational performance.Provide validated exposure reports to customer commands promptly.Help ensure the In-Vivo Facility is maintained as prescribed in American National Standard HPS 13.30-2011.Performs committed effective dose equivalent calculations.Fills the role of the Department Head for the Operations/Production Department in their absence, except personnel management.REQUIRED QUALIFICATIONS Strong skills with Microsoft Office suite and SharePoint collaboration software.Experience with data review, validation, and analysis.Experience with performance analysis, management reporting, performance management, and inventory/supply management.Strong communication, writing, leadership, negotiating, and collaboration skills.Demonstrated experience and expertise in developing and delivering clear and concise briefings and papers on complex strategic issues on short timelines to very senior audiences and personnel with diverse backgrounds.EDUCATION Bachelor's degree or higher in Engineering, Nuclear Engineering, Physics, or a related field.5+ years of work experience in management consulting, performance management/metrics analysis, or related field.PREFERRED QUALIFICATIONS Project Management Professional (PMP) Certification.Master's degree or higher in Business, Engineering, Nuclear Engineering, Physics, or a related field.Experience with military technical documents, including point papers, policies, and messages.Experience working in a military environment.Experience as an NVLAP Signatory.LOCATION Bethesda, MD 20889.CLEARANCE U.S. citizenship is required since this role supports the U.S. Federal government.Ability to pass a background investigation.Secret Security Clearance Required.CLIENT Naval Medical Logistics Command.TRAVEL No travel required.WORK HOURS 40 hours per week.8 hours per day.EMPLOYMENT CLASSIFICATION Employment Classification Eligibility — W2.RELOCATION Not eligible for relocation benefits.West 4th Strategy is an Equal Opportunity/Affirmative Action (EEO/AA) employer.
