Under the direction of the Vice President of Construction and Development - Casino, the Director of Construction and Development is a key operational team member, working closely with the Vice President of Construction and Development - Casino, and Directors, establishing relationships with business leaders across the organization.
Under the guidance of executive leadership, the Director of Construction and Development develops and directly operationalizes the strategy and initiatives for all associated construction, real estate, and development endeavors.
This role also develops strategic goals and translates them into operational plans.
This position utilizes project management experience, technical proficiency, excellent communication skills, financial analysis, and a strong sense of judgment to deliver operational excellence, as well as provide recommendations for construction and development activities.
This position requires a candidate who thrives in ambiguity and partners with other stakeholders and departments to formulate robust financial and operational needs analyses.
The Director of Construction and Development also champions the goals and priorities of the Tribe in a manner that faithfully reflects and upholds the Tribes vision, mission and values.
Essential Duties & Responsibilities
1.
Responsible for operational analysis and support for short term and long range strategic plans, capital and operating budgets for both tribal and casino related projects, in addition to developing and maintaining project management standards, practices and procedures to ensure project success

Responsible to develop and implement more efficient procedures and use of resources, while maintaining a high level of accuracy and support management group by ensuring that they have the necessary tools to complete daily tasks, in addition to coaching and mentoring the project management and operations team.

Assists in the creation of a "Land Management Strategy" to provide reporting, transparency, and accountability for all land currently or speculatively owned by SMBMI and its subsidiaries.
Oversees all Land Management and coordinates with all other departments to safely and efficiently manage all Tribal-owned land.

Oversees all Property Management functions for all buffer homes and overall buffer home strategy.
5.
Oversee operational support in contract administration, RFP packages, bid analysis, land acquisition and identification of resources needed for both current and future construction, real estate, and development activities.
6.
Responsible for the oversight of the physical condition of all off-site properties to ensure proper physical preventative maintenance and ongoing repairs and maintenance.

Develops relationships with senior management and business leaders across the organization to gain and maintain a robust understanding of the Tribe's needs.
Leads and promotes a culture of safe work conditions and holds team to meeting safety standards.
8.
Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
Education/Experience/Qualifications Bachelor's Degree in Real Estate Management, Architecture, Engineering, or related field is required.
Minimum of ten (10) years of experience in Architecture, Engineering, Construction and/or Construction Management overseeing large, diverse and iconic hospitality, entertainment and mixed-use developments required.
Minimum of eight (8) years of direct supervisory experience of management teams and individual contributors required.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Continuing Education in Design, Construction, and Corporate Real Estate topics including sustainability and innovative workplace practices desirable.
LEED accreditation desirable.

Effective at presenting information and responding to questions and/or concerns from management, staff, customers, public groups, regulatory agencies, and/or the Business Committee.
Strong leadership and people management skills required with good motivational and collaboration emphasis; communicates change effectively, overcomes resistance and builds commitment.
Organized and able to effectively manage multiple, diverse tasks and adhere to tight deadlines.
Experience with organizational transformation, including the development and implementation of effective operating models in large-scale, complex organizations.
Must maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
Must be personable and professional, capable of using caution and discretion in communication.
Certificates/Licenses/Registrations At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
License/registration preferred in a minimum of three of the following: Real Estate Management, Architecture, Development, Engineering, Construction and Construction Management.
