Job Overview: Reporting to the Vice President of Federal Government Affairs, the Director, Federal Government Affairs will play an integral role in developing and implementing coordinated advocacy strategies, initiatives and engagements with federal policymakers around issues that impact the biopharmaceutical industry. Based in Washington, D.C., the Director of Federal Government Affairs will be a member of the Government Affairs (GA) team and will work closely with State Government Affairs, U.S. Policy and Therapeutic Area leads (i.e., Virology, Oncology).
This role will involve advocating for and advancing policies relating to drug reimbursements, coverage and related issues impacting Medicare, Medicaid, and commercial insurance, to ensure patient access to Gilead therapies. Additional areas of focus may include drug development, approvals, and public health programs. This role will also be responsible for maintaining relationships with and regularly engaging the Congressional Committees and Members engaged on these issues.
The Director of Federal Government Affairs will also work to educate Democratic members and staff about the challenges facing patients with HIV/AIDS and oncology, as well as advance federal health policies that improve the treatment of these diseases. The position will play an integral role in helping Gilead build relationships with federal legislators.
Essential Duties and Job Functions: Manages, and coordinates strategies, initiatives, operations, and activities related to federal legislation, programs, and executive branch affairs.Develop and execute strategies to build strong relationships with Democratic Members of Congress to support Gilead's advocacy priorities.Engage with key Democratic congressional members and staff to advocate for public policies that support the company's objectives. Coordinate with cross-functional internal partners, including legal, commercial, and public affairs, to identify opportunities to work with the federal government and advance Gilead's legislative and regulatory priorities.Directs a strong network of contract lobbyists who will further Gilead's objectives.Participate in trade association and coalition work groups and related activities to advocate for Gilead priorities and leverage the work of these groups to support Gilead's advocacy activities.Represent the Gilead PAC at fundraising events that may include travel.Specific Education and Experience Requirements: (Minimum Requirements): BS or BA degree and minimum 10+ years of prior experience in government, government affairs, public affairs, or policy role.Experience with Congressional Committees and/or federal agencies with jurisdiction over healthcare is especially relevant.Understanding of the approval, coverage and reimbursement processes for prescription drugs, the 340B program and intellectual property laws applicable to drugs and biologics.Strong verbal and written communication abilities, including experience with the use of PowerPoint and related tools to make effective presentations. Excellent organizational and project management skills, with experience running multiple projects and deadlines effectively.Preferred: MA or similar advanced degree and a minimum of 8 years of relevant experience.Experience in the biotechnology or pharmaceutical industries.Gilead Core Values • Integrity (Doing What's Right)

The salary range for this position is: $201,025.00 - $260,150.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives, paid time off, and a benefits package. Benefits include company-sponsored medical, dental, vision, and life insurance plans.
