Position Type: Director & Management / Management Level Positions Date Posted: 12/19/2024 Location: Support Services Center Date Available: ASAP Closing Date: Until Filled Hours per Day: 8.0 Hours Per Day Days per Year: 260.00 SALARY: $124,743 (Non-Negotiable) POSITION SUMMARY: In support of the Federal Way Public Schools' theory of action and strategic plan, the Maintenance & Operations Manager is responsible for the coordination of the operational support services for all district facilities and serves as a leader for equity by ensuring that all district facilities provide a safe and welcoming environment conducive to learning for ALL scholars. This position will support and assign maintenance functions supporting the preservation of district facilities consistent with the FWPS Asset Preservation Plan. This position is also responsible for the maintenance and improvements to all district grounds, including athletic fields. This position will provide logistical, technical and management support to the Facility Services Team and its customers.



ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. Plans, prioritizes, assigns, supervises and reviews the work of maintenance staff responsible for providing general maintenance and grounds maintenance within organization. Partners to establish and nurture an environment that promotes cultural competence and equitable treatment of staff, scholars and patrons of the District. Participates in preparing and monitoring of maintenance budgets. Submits budget recommendations, monitors expenditures, and prepares estimates for labor and material costs of unanticipated events and special assignments. Inspects the condition of school buildings to determine needed repairs and maintenance. Implements and manages maintenance work planning process and district wide preventative maintenance plan. Analyzes technical information and creates reports from data recorded by automated building control systems and work order system. Supervises the maintenance of, including, but not limited to, power, lighting, locking devices, HVAC units, heat pumps, valves and controls of schools and all district buildings. Directs use of herbicides and insecticides to grounds maintenance staff in compliance with all federal, state, and local regulations. Maintains all grounds equipment including record keeping. Plans and assigns snow and ice removal as necessary to provide a safe environment at all district property. Provides and maintains inspections of playgrounds for compliance with safety standards. Coordinates and supervises work of contract labor and skilled tradespersons. Understands and holds self and others accountable for promoting the Federal Way Public Schools' commitment to "Each Scholar: A Voice. A Dream. A Bright Future." Establishes, manages and instructs department safety program. Ensures maintenance employees are provided needed safety and knowledge training, and PPE. Recommends persons to be hired, promoted, disciplined, or discharged to Executive Director. Assists grounds and maintenance staff in the field by providing troubleshooting strategies and analysis. Informs grounds and maintenance staff of changes in technology, laws, codes and regulations. Organizes and schedules compliance activities and creating appropriate records. Provides support to the Executive Director for the purpose of meeting departmental goals and objectives. Organizes, schedules classroom and building relocation moving of FF&E and staff instructional items. Oversees life safety and compliance codes in district facilities. Evaluates staff performance, verifies attendance and reviews staff expenditures and cell phone usage. Acts for the Executive Director of Maintenance & Operations, in the Director's absence. Provides and maintains a plan for long-range maintenance needs of district property. Monitors Indoor Air Quality of all district facilities for health and safety. Participates in annual Fire and Life Safety inspections with South King Fire. Responds to afterhours calls and emergencies. REQUIRED QUALIFICATIONS: Education and Experience AA degree with technical training in building operations, operations management, industrial maintenance or related field; Five (5) years of increasingly responsible experience in the multi-crafts maintenance and operations field, including two years of supervisory in a large, multi-site organization; preferably in a school District; Or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work. ADDITIONAL REQUIREMENTS: Experience leading and managing skilled employees Experience and knowledge of the requirements for planning and coordinating a program to service and maintain large public facilities. Experience with local code jurisdiction agencies such as building and land development, fire, electrical, environmental and health in the areas of permitting, planning, reporting and interpretation of requirements for building construction and maintenance. Must be detail-oriented and able to manage large scope and high-volume projects. CONDITION OF EMPLOYMENT: Criminal background clearance Work scheduled hours on a consistent basis Valid Washington State Driver's License Possession of or the ability to acquire any needed certification as directed by Supervisor KNOWLEDGE OF: Best practices in planning, organizing, and managing projects and associated information management Automated work request systems Automated building controls systems Basic Microsoft WORD and EXCEL Database management District policies and procedures at an expert level ABILITY TO: Increase knowledge and proficiency with computer systems, including Microsoft Word and Excel Gain a high level of proficiency in the department's automated work requests system, automated building controls system and email. While performing the duties of this job, the employee will regularly stand and walk, bend neck and back, use hands for repetitive grasping and pushing/pulling. The employee will regularly be required to sit for extended periods of time and use a computer screen and keyboard. The employee may occasionally be required to squat, kneel, and use hands for fine manipulation, climb stairs/ladder, lift and reach overhead, and lift/carry. The employee must constantly lift/carry up to 5 pounds and must frequently lift/carry up to 10 pounds. The employee will occasionally lift/carry a maximum of 20 pounds. The employee is occasionally required to push/pull a maximum weight of 100 pounds.

While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video display. The noise level in the work environment is usually moderate. The position constantly deals with frequent interruptions, demanding deadlines, and occasionally deals with angry and distraught employees and community members. The position travels around the district as needed.

WORK SCHEDULE
This position typically works 8 hours per day, Monday through Friday, 260 days per year. Some evening work may be required. Required response to emergencies and after-hours incidents. Some evening or weekend events with community-based partners.

REPORTING RELATIONSHIP
This position reports to and is evaluated by the Executive Director of Maintenance and Operations.

REPRESENTATION
This position is non-represented.

LEVEL OF COMPENSATION
Manager 2 Level on the Non-Represented Salary Schedule; Currently $124,743; This position includes the following benefits prorated based on FTE – Medical, dental vision, sick and vacation leave, life insurance, professional development dollars, retirement.
