Job Summary: Under the general direction of the Chief Financial Officer, the Director of Finance provides leadership and direction to finance departments including Fiscal, Revenue Cycle and Purchasing units for the overall fiscal responsibility of the agency. This leader is responsible for overseeing, planning and recommending system financial management to the CFO. This role assists the CFO and Executive Management with financial planning activities to assure short-term fiscal discipline and long-term financial strength. The Director of Finance is responsible for recommending and implementing the agency's financial policies and procedures, its accounting practices, the preparation of financial reports, audit and tax process, and the maintenance of its fiscal and business records. S/He supervises a staff that performs the functions of general accounting, payroll, accounts payable, accounts receivable, cash receipts, grant accounting, purchasing and billing and collections. The Director of Finance provides leadership and technical assistance to staff and supervisors in sound fiscal management practices, contract administration, billing and collections, and budget development, including assistance in initiating and managing the agency's budgeting process and specific business plans. The Director of Finance is responsible for the preparation of the agency's Medicare and Medicaid cost reports, prospective payment system (PPS) reconciliation, and financial components of patient financial services. The Director of Finance also participates as requested in cash management, value-based payment studies, and other special projects.
\n Essential Job FunctionsDirects the planning, implementation, operations, maintenance and periodic effectiveness review of all financial management systems including general accounting, budgeting, cost accounting, payroll, accounts payable, accounts receivable, cash receipts, patient revenue and grants accounting, accounting for fundraising activities, procurement & contracting, purchasing, and supply chain.Develops and maintains financial management policies and procedures that align with the agency's mission and comply with applicable laws and regulations, accounting standards, and not-for-profit best practices.Develops, maintains, and ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with the agency's policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations.Under the direction of the CFO, plans and develops the agency's annual operating and capital budgets in collaboration with executive management, directors and supervisors.In partnership with the CFO, prepares monthly financial reports for the Chief Executive Officer and Board of Directors and participates in the agency's monthly financial operation reviews. Prepares analyses and reviews financial results for accuracy in conjunction with the monthly financial statement close. Coordinates the preparation and distribution of financial reports to senior management and board of directors' meetings.Responsible for effectively monitoring, summarizing, and communicating the status of all financial targets/goals for each department. Coordinates and assists departments in financial oversight of actual results to plan with a focus on identifying opportunities for improvements and efficiencies to support current goals and objectives. Supports operating plan preparation and forecasting in collaboration with the Manager of Financial Planning and Analysis. Assists CFO with the preparation of the agency's long-term financial plan and strategies to achieve better outcomes and to ensure achievement of key performance and financial targets.Provides fiscal support to supervisors, managers, directors, and officers that will enroll support, create ownership of goals, and encourage active participation in decisions that impact the agency. Performs financial evaluation of new programs and capital equipment requests as requested by department leadership.Investigates and resolve medical billing issues to maximize reimbursements and cash flow.Supports the implementation of the agency's procurement policies and system strategies to support tendering, contracts management, spend analytics, supplier performance management, and other necessary tasks.Manages the financial and regulatory reporting, including the preparation of annual Medicare and Medi-Cal cost reports, Medi-Cal PPS reconciliations, UDS/OSHPD, County business property statement, Form 1099-Misc, and tax forms 990 and 199 reporting for the agency's independent accountants.Participates in the assessment of relative risks in the agency's programs and operations to identify areas most in need of attention and to safeguard against contractual and commercial risk.Performs internal audits or investigations as needed in accordance with auditing standards generally accepted in the United States of America, applicable Government Auditing Standards, the Uniform Guidance, and as requested by the Board of Directors Audit Committee.Responsible for ensuring that all operational managers are provided training on all available financial systems and reports that are necessary to independently manage their departments.Provides supervision and leadership to the accounting, billing and purchasing staff through training, evaluating performance, and providing technical assistance.Coordinate the work activities of the staff in preparation for the annual audit and tax return. Ensures that support schedules are prepared on a timely basis. Serves as Finance representative on all committees as requested.Performs other duties as assigned. Supervisory ResponsibilitiesDirect supervision of managers for accounting, revenue cycle and purchasing departments.Conducts supervisory/managerial responsibilities by the organization's policies and applicable laws including interviewing and hiring of employees; planning assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems General Agency/AHS DutiesFosters an environment that promotes trust and cooperation among clients and staff.Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events.Participates in general membership meetings, fundraisers, and other public events, as required.Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.Attends AHS staff retreats and Board of Directors meetings, as required.Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency. Minimum QualificationsA Bachelor'sdegree in Accounting fromanaccreditedcollegeoruniversityandeightyearsofprogressive accounting experience or an equivalent combination of education and experience.Minimum of ten (10) years of progressively responsible management and accounting position experience, including Controllership experience in a health care environment such as a community health center, integrated medical center, physician group practice, outpatient department, or hospital.Experience with computerized accounting systems, and advanced proficiency in the use of spreadsheets for data analysis and accounting.Recent Director of Finance or Controller experience at similar size organizations. Preferred QuaificationsCPA and/or MBA Knowledge, Skills & AbilitiesKnowledge of general accounting and auditing principles, medical billing, laws, and regulations regulating non-profit healthcare organizations.Strong analytical skills and ability to set priorities, and work both independently and as a team.Excellent leadership abilities and communication skills.Excellent organizational, time management, and multi-tasking skills with attention to detail.Knowledge of community health issues and the ability to work with multi-cultural staff.Ability to work collaboratively and support cross-departmental management
