07/01/2024 Director of School Safety and Operations NATURE OF WORK The Director of School Safety and Operations works under the supervision of the Assistant Superintendent for Operations to coordinate district-wide building-level safety and partnerships with local organizations and law enforcement agencies throughout the school community. The Director works in collaboration with other district administrators to establish appropriate regulations, procedures and plans to ensure safe and secure school facilities, adherence to district expectations. The Director works in conjunction with the Assistant Superintendent for Human Resources to conduct internal investigations and refer incidents to Federal and State Law enforcement agencies as defined by policy. The Director shall oversee all facilities and construction management, pupil transportation, building safety, athletics, student transfers, serve as the district's student suspension hearing officer, and other areas of the school district as assigned. The Director serves in a line relationship with those persons and offices reporting directly to the position including the directors of Maintenance and Construction, Transportation, and school-level Athletic Directors. The Director of School Safety and Operations is a member of the District Leadership Team and reports directly to the Chief Operations Officer. All other duties as assigned. MINIMUM EDUCATION, TRAINING AND EXPERIENCE Master's degree in school administration, education, or some other related field from an accredited university or a combination of relevant education and experience. A minimum of five (5) years of successful leadership experience is required. Experience as a school-level or district administrator with increasing levels of responsibility is preferred. PERFORMANCE RESPONSIBILITIES Serves as a liaison to the department, other divisions of the school system, and other agencies, organizations on matters related to facilities, construction management, land acquisition, transportation, and maintenance. Serves as the school district's liaison to the area law enforcement agencies and other related agencies as assigned. Oversees the placement, use, and maintenance of school electronic security equipment, including ensuring appropriately posted notices for security cameras and e-cigarette or vaporizer ('vape') detectors. Oversees, and in consultation with the custodian of records, the retention, storage, security and disposal of recorded security footage and ensures appropriate access and use of recorded security footage. Establish, maintains and evaluates a district safety program, including: Appropriate lighting and signage; Building safety systems; Building surveillance systems; Equipment identification procedures; Student and personnel identification procedures; Visitor registration and identification procedures; Emergency plans for evacuations, reunifications, lockdowns, and other crisis; Safety staff orientation and training programs; Effective and efficient deployment of safety personnel; and Coordination of services with local, State and Federal Law enforcement and emergency agencies. Advises the Assistant Superintendent for Operations on auxiliary services matters. Keeps aware of emerging developments in administrative functions and school facilities and construction management through participation in workshops, conferences, seminars, and reading. Completes and files the necessary reports for local, state and federal agencies. Acts in the place of the Assistant Superintendent for Operations on matters as assigned. Ensures the performance of safety inspections required by OSHA and the State Department of Labor. Ensures the implementation of effective school safety measures, including site training, provision of resources, and analysis of needs. Facilitates and oversees student suspension hearings in a manner consistent with related Board of Education policy. Facilitates, monitors and implements all strategies supporting the school system's strategic plan with focus on safety, facility, and infrastructure related goals. Directs long and short range division planning associated with capital improvements and construction of new facilities. Participates in the development and management of division budgets. Organizes and facilitates district level meetings of athletic personnel. Coordinates with Human Resources in the hiring of athletic personnel and bus drivers. Coordinates the recruitment, selection, and training of athletic coaches. Coordinates the recruitment, selection, and training of dual role employees and other bus drivers. Coordinates the recruitment, selection, and training of custodial staff. Assists in selection of officials and booking agencies. Provides insurance information to athletic directors and coaches. Assists in dissemination of athletic schedules. Receives, reviews, and makes recommendations to the Chief Operations Officer related to student transfer requests. Participates in the supervision of the constituent departments and offices of the Operations Division. Directs the summative and formative evaluation of the division's directors in accordance with policy and procedure. Performs other related work or duties/responsibilities as assigned by the Chief Operations Officer. MINIMUM STANDARDS REQUIRED TO PERFORM RESPONSIBILITIES Physical Requirements: Must be physically able to operate a variety of equipment including computers, copiers, calculators, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body. Light Work usually requires walking or standing to a significant degree. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things. Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions to subordinates or assistants. Language Ability: Requires the ability to read a variety of correspondence, reports, forms, strategic plans, etc. Requires the ability to prepare correspondence, reports, forms, evaluations, budgets, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence. Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English. Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of algebra, descriptive statistics and statistical inference. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment. Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination. Color Discrimination: Does not require the ability to differentiate between colors and shades of color. Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations. Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone. KNOWLEDGE, SKILLS AND ABILITIES 1. Thorough knowledge of local, state, and federal rules and regulations regarding facilities and construction management. 2. Considerable knowledge of the principles of supervision, organization and administration. 3. Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules and regulations. 4. Considerable knowledge of the formal bidding process and of local, state and federal guidelines as well as knowledge on school construction bonds. 5. General knowledge of the principles and practices of public relations work. 6. Skill in counseling and developing staff. 7. Ability to plan, develop, implement effective programs and systems. 8. Ability to accurately interpret state and federal regulations and school policies. 9. Ability to use common office machines and popular computer-driven word processing, spreadsheet and file maintenance programs. 10. Ability to maintain complete and accurate records and statistics, and develop meaningful reports from that information. 11. Ability to develop and administer budgets. 12. Ability to effectively express ideas orally and in writing. 13. Ability to make oral presentations before large or small groups of people. 14. Ability to exercise considerable tact and courtesy in frequent contact with the public. 15. Ability to establish and maintain effective working relationships as necessitated by work assignments. 16. Thorough knowledge of school safety and security procedures.
