Director, Outpatient Behavioral Health Services (This position travels to all Signature Health outpatient locations in Cuyahoga, Lake, and Ashtabula counties)

Reporting to the Chief Operating Officer, the Director, Behavioral Health Services is responsible for clinical leadership, administrative direction, performance improvement, staffing, consultation and operational excellence for the Behavioral Health services teams at all Signature Health locations.
You will supervise and direct the Associate Director, Behavioral Health to ensure Signature Health counseling, case management and peer support services are effectively executed each day with the highest level of patient quality and service, while overseeing costs and ensuring that provision of services aligns with Signature Health's strategic goals and values.
HOW YOU'LL SUCCEED Develop, direct and ensure the implementation of best practices and behavioral health initiatives that promote optimum behavioral healthcare delivery and customer service to our patients receiving counseling, case management and peer support services.
Assist in the design and implementation of clinical workflows that support high quality, evidence-based, patient-centered, and effective behavioral health care.
Provide clinical consultation, support and direction to clinical leaders, managers and care teams to ensure quality patient care and services, including consultation and assistance on management of challenging clinical situations.
Create a system which fosters participation and collaboration among the Behavioral Health team and our other service lines to ensure safe, efficient and therapeutically effective care.
Provide Behavioral Health staff with support and tools to complete job functions.
Consult and collaborate with the Director, Intake and School-Based Services to ensure that the assessment and school-based teams are meeting ongoing objectives and performance standards.
Establish and promote an organizational culture that is committed to continuous performance improvement and the delivery of high quality, effective and safe care for the prevention and treatment of mental health and substance use disorders.
Establish and implement operational strategies for the Behavioral Health services team to meet Signature Health performance plans and goals within budget and timelines.
Represent the organization's behavioral health services team to staff, management, patients, or the general public as requested and/or indicated.
Develop and maintain positive external relationships with other Behavioral Health or community Mental Health agencies, ADAMHS boards, courts and other community partners.
Collaborate with leadership, clinicians, management staff, and outside organizations to provide improved and innovative approaches to Behavioral Health care.
In coordination with clinical and operational leadership, develop and implement behavioral healthcare policies and procedures and workforce development strategies.
Collaborate with the grants management team to apply for and manage grants.
Serve as the Chair of Disruptive Behavior Committee and as a liaison to regional DBC committees.
Serve as the agency's patient rights advocate by addressing and resolving patient grievances.
Ensure that staff members adhere to patient rights and grievance procedures.
Serve as a member of quality improvement teams, committees, task forces and projects as appropriate.
Collaborate with the Quality Improvement team to analyze and address results of counselor and QMHS peer reviews.
Monitor and evaluate behavioral health care practices, processes and programs for clinical quality and effectiveness.
Develop procedures and plans for improvement.
Participate in the development of performance targets for the BH team and collaborate with the data team to establish and monitor performance metrics and address trends (in conjunction with Associate Director, Behavioral Health).
Analyze and respond to data regarding Signature Health's counseling and case management services through a continuous quality improvement process.
Communicate and promote the efforts and outcomes of those initiatives and effectively engage the Behavioral Health team in the improvement process.
Ensure counselors and case management staff adhere to quality clinical documentation in accordance with contract, regulatory and agency requirements.
Work collaboratively with the CFO and Associate Director, BH to prepare annual Behavioral Health services budgets and allocate resources to carry out programs and activities.
Assure policies and procedures for the Behavioral Health services team are in compliance with all appropriate local, state, and federal regulations.
Maintain all necessary documentation as required by OMHAS, CARF, and professional licenses (if applicable), in accordance with the agency's policies and procedures.
Comply with all agency policies and procedures.
Maintain all aspects of HIPAA, promoting patient confidentiality and right to privacy.
May be required to perform telehealth services as determined by Signature Health.
Adhere to and complete compliance training provided by Signature Health.
Responsible for completing all productivity/documentation requirements.
Participate in all assigned staff meetings and staff development programs.
Demonstrate appropriate attendance and punctuality in adherence with Signature Health policies.
Other duties as assigned.
Requirements
KNOWLEDGE & EXPERIENCE Master's Degree from an accredited college or university in social work, psychology, mental health or a related field required.
Valid unencumbered Counseling license in the state of Ohio required.
7-10 years' experience of progressive responsibility in management of clinical processes, case management skills and crisis intervention required.
3-5 years' experience of progressive responsibility in non-profit program management and staff supervision, including expertise transforming clinical staff into a highly functional team required.
American Heart Association (AHA) Basic Life Support (BLS) certification required.
Skilled with MS Word, Excel, Outlook and customized databases.
WORKING CONDITIONS Work is normally performed in a typical interior/office/clinical work environment.
While hours of operation are generally standard, flexibility to work evenings and extended hours may be required.
Requires periods of sitting, standing, telephone, and computer work.
Hearing: adequate to hear clients or patients in person, over the telephone or through telehealth technology.
Speaking: adequate to speak to clients or patients in person, over the telephone or through telehealth technology.
Vision: Visual acuity adequate to perform job duties, including reading information from printed sources and computer screens.
Physical effort required: occasional lifting and carrying items weighing up to 15 pounds, unassisted.
Possible exposure to blood borne pathogens while performing job duties.
Frequent bending, reaching, and repetitive hand movements, standing, walking, squatting and sitting, with some lifting, pushing and pulling exerted regularly throughout a regular workday.
Sufficient dexterity to operate a PC and other office equipment.
