POSITION PURPOSE The Director, Safety, Health, Environment and Security (SHES) is responsible to lead the development and implementation of Austin Powder's U.S. and Canadian safety management systems and programs and has responsibility to establish compliance and security standards and procedures consistent with corporate needs within its 60 company field operations of approximately 800 employees.
The Director, Safety, Health, Environment and Security (SHES) ensures compliance with all applicable related regulations. The Director, Safety, Health, Environment and Security (SHES) sets the strategies for corporate safety, compliance and security; demonstrates strong leadership skills, works well in a team environment, manages a remote safety team, has excellent communication skills and strives to enrich the Company's safety culture.
The Director, Safety, Health, Environment and Security (SHES) reports directly to the Director of Corporate Operations and maintains proactive, frequent and open communication.
ESSENTIAL DUTIES AND RESPONSIBILITIES Safety and Compliance Management The Director, Safety, Health, Environment and Security (SHES) will proactively plan, direct and implement the Company's safety management system to ensure a safe, healthy and accident-free work environment. Create and communicate a clear roadmap of what the SMS is and what it is supposed to accomplish. Establish and monitor company safety key performance metrics to measure performance progress and to evaluate EHS program effectiveness; advises organizations leaders on performance improvements and leads improvement initiatives. Set and oversee the Field Safety Managers goals and objectives. Along with the Field Safety Managers, provide recommendations and assistance to LLC and corporate management with respect to safety improvement plans, job site hazards, employee training, new/safe equipment operation. Assure compliance of company operations to all applicable laws, regulations, and industry standards. Work directly with Global SHEs Director to standardize SHEs programs and key performance metrics. Remain current on industry safety regulations. Keep management advised of new or revised regulations and their projected impact. Ensure SHES regulatory reporting requirements and internal reporting needs are met. (EPA Sara Title III, NR Can E2, OSHA 300, Global SHEs, etc.). Oversees the development and implementation of Intelex, the Company's EHS software system. Review new pre-qualification documentation to ensure contractors have an acceptable safety record and communicate with Field Safety Managers, Risk Manager and Field Management of their acceptance or rejection. Manage hazardous materials control program. Work with 3rd party services to address spills, decontamination procedures, and environmental studies. Security Manage the development and implementation of security policy, standards, guidelines and procedures to ensure ongoing security of physical sites and assets. Physical protection includes key security, access and intrusion monitoring systems, internal security checks and independent security audits. Responsible for the oversight of Department of Homeland Security and Department of Transportation Security plans. Participates in vulnerability assessments, internal and external security inspections. Oversees the incident response planning as well as the investigation of security breaches. Leadership Manage and develop the EH&S team, ensuring all agreed upon business objectives are met in line with customer and business expectations. Responsible for leading the EH&S team to successfully achieve health, safety and environmental targets by building a sustainable, consistent and high-quality team. Represent the organization in community or industry safety groups and programs. Maintain a work atmosphere by acting and communicating in a manner to ensure positive relationships with clients, subcontractors, co-workers and management. Frequently communicate with company President, global safety personnel and field managers to keep them apprised of pertinent issues. Audit and Investigations Oversee the Field Safety Managers in ensuring the Company and its job sites remain hazard and accident free by conducting periodic safety inspections. Provide support to field staff in the event of an agency site inspection. Perform and oversee investigation of accidents, injuries and unsafe working conditions to include interfacing with workers compensation claims and communication with injured workers and the return to work strategies. Cooperate in the preparation of material and evidence for organizational use in hearings, lawsuits and insurance investigations. Provide recommendations for remedial action. Write executive summaries and in-depth reports. Prepare study and analysis of industrial accident causes and hazards to health for use by company personnel and outside agencies. Make recommendations to resolve any deficiencies. Create monthly, annual and ad-hoc reports and respond to requests for safety statistics. Training Evaluate current SHEs training programs making revisions where necessary. Develop, plan and implement programs to train managers and employees in work site safety practices and safe equipment operating techniques for job sites and office. Develop and participate in the delivery of training to new location managers as well as refresher material to existing location managers. Ensure new employees are receiving safety instructions prior to beginning work. Work with field management to train to emphasize any specific site hazards and thoroughly explain all applicable precautions. Ensure Competent Person Fall Protection training is conducted and refreshed. Assist in the development of safety-related material for Company programs, including Employee Safety Meetings, blaster training, location manager training. Provide training and education to all levels of staff, as required, by Federal, state and provincial regulations. Knowledge, Skills and Abilities: Bachelor's degree in Environmental Science, Safety & Health, SHEs Management, or a related field required, Master's degree a plus Minimum 10 years of leadership/managerial experience within the Environmental Health and Safety function in the aggregates, mining, or construction industries; minimum of 3 years at the corporate level Proven leadership and teamwork skills with demonstrated abilities to both work collaboratively and to influence those with whom no formal hierarchical relationship exists Experience and ability to effectively lead a team remotely Demonstrated proficiency with Microsoft office software, including Word, Excel and PowerPoint. Highly effective written and verbal communications skills that can used with people of various backgrounds, experience, and education levels Highly developed interpersonal communications skills and cultural sensitivity Demonstrated highly effective platform presentation skills and training delivery skills Ability to travel internationally Understanding of environmental issues, particularly waste, hazardous waste, (U.S. Sara Title III, SPCC and SWPPP plans; Natural Resources Canada E2) Ability to handle multiple projects and manage priorities simultaneously. Ability to travel 50% by air or car with consecutive overnight stays. Ability to work in an outdoor environment throughout the year in rough terrain, quarries, mines, construction jobs. This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
