Primary Objective:
Reporting to the college President or an assigned executive administrator, the Director of Security manages and oversees all aspects of security operations at a college campus and its satellite sites, accountable for ensuring the safety and security of students, faculty, staff and visitors, and the safeguarding of campus property.
The Director of Security provides relationship-based leadership, working in close collaboration with the campus community to establish and maintain a welcoming and safe environment with an effective security presence that promotes a student-centered learning environment. The Director of Security is also responsible for maintaining institutional and compliance mandated records and crime statistics in compliance with the Jeanne Clery Act; preparing various reports related to incidents, crimes, and security operations; and scheduling and ensuring staff compliance with required security training. Performs related duties as required.
ESSENTIAL DUTIES: Management:
• Plans, establishes, and monitors appropriate security and emergency procedures and implements work operation plans for the safety and protection of the campus community, campus grounds, facilities, and assets.
• Provides leadership and guidance in times of crisis, conflict, and other challenges regarding the overall safety of the campus community. Maintains on-call status to ensure appropriate response to emergency incidents.
• Prepares annual, monthly and weekly reports on work activities, crimes and incidents to include: incident reports, daily logs, crime log, operational reports, and the college's Annual Security Report and crime statistics required under the Clery Act.
• Reviews daily incident reports for completeness and ensures follow-up actions, including investigations, are taken by appropriate security staff, college administrators or law enforcement agency, as required. Maintains records related to campus security.
• Serves as part of college's leadership team; attends various meetings including President's leadership meetings; contributes as a member or co-chairs safety committees including Violence Prevention and Supportive Intervention Committee (SIT).
• Functions as a key advisor to college administrators on campus safety issues and security operations and ensures adherence to laws and regulations impacting campus security including Clery Act, Title IX, and Violence Against Women Act (VAWA).
• Prepares and administers the department's annual operating budget; monitors, reviews and approves expenditures; prepares long range equipment proposals.Operations and Supervision:
• Supervises college's security staff; observes security officers in performance of duties for adherence to work procedures.
• Partners with Human Resources in the interviewing and hiring of security officers. Coordinates on HR matters to include payroll and timekeeping, and performance and disciplinary issues.
• Monitors day-to-day operations and activities across various shifts. Prepares work schedules and makes work assignments to ensure security posts and patrols are properly staffed on all shifts. Monitors daily staffing and arranges for staff replacements.
• Responds to and participates in the investigation of complaints and alleged crimes, acts of vandalism, violations of rules and other disturbances or activities as required to ensure the safety and well-being of the campus community.
• Participates in regular inspections of security equipment including cameras, door locks, security lights and related access control and alarm systems for proper working condition. Coordinates with OIT and vendors to ensure needed repairs of equipment.
• Represents the college at CAPS (Chicago Alternative Policing) community meetings; participates and works collaboratively with the community, police and city government to identify and solve community crime problems.
• Maintains communication with Chicago Police Department (CPD) and other local law enforcement, fire, and emergency services agencies on issues pertaining to safety and security on and around campus, facilities and satellite sites.
• Works with Director of Athletics and facility/auxiliary services staff to develop procedures to manage events on campus, including athletic events, large scale college events, and student activity events.
• Coordinates with Dean of Student Services on campus safety issues; participates in student disciplinary hearings relating to safety and security violations; attends hearing and provides reports, security video and administrative support.Emergency Preparedness / Security and Safety:
• Coordinates with Dean of Academic Affairs and Director of Access Center on emergency preparedness plans and emergency response for persons with disabilities; implements college's comprehensive emergency management plan; directs fire and emergency evacuation drills.
• Establish and maintain relationships with local, state, and federal law enforcement agencies and assists or requests assistance from them as needed.
• Collaborates with district staff in the review and updating of security policies, procedures, and general orders. Maintains standard operating procedures and annually reviews policies and procedures related to safety on campus.Additional/Special Projects:
• Works with district office to coordinate and schedule mandated on-line training programs for security officer and selected college staff. Monitors and ensures required training is completed within the established timelines.
• Oversees and manages special projects and assignments as directed.REPORTING RELATIONSHIPS:
Reports To: College President, Vice President or assigned administrator
Direct Supervision: Assistant Director of Security, Lead Security Officer, Security Officer
QUALIFICATIONS:
• Bachelor's degree from an accredited college or university in the social sciences, criminal justice, education, or a related field
• Four years of supervisory experience in law enforcement at the city, state, or federal level
• Certification in Basic First Aid and CPR must be attained within one year of employment
• Demonstrated leadership and supervisory skills along with the ability to work collaboratively with college community and external constituencies
• Knowledge of state and local law enforcement laws and Chicago police, fire and emergency response protocols, and ability to apply those to the campus community
• Knowledge of federal, state, and local laws relating to campus safety including the Clery Act, Title IX, and the Illinois Higher Education Campus Security Enhancement Act.
• Knowledgeable of security technologies to include access control systems, emergency response systems, video surveillance, radio communications and other alarm systems
• Excellent interpersonal, verbal, and written communication skills
• Ability to analyze reports and records, collate data and prepare reports required under federal and state laws as well as CCC policies
• Ability to represent CCC's internal and external constituencies and to make presentations on safety, security and emergency response matters.
• Ability to work within a culturally diverse environment.
• Ability to think and act coherently during an emergency
• Ability to handle all situations with tact, persuasiveness, and diplomacy
• Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint)
