SUMMARY Develop all required documents for USCG HM&E (Hull, Mechanical and Electrical) EC/TCTO (Engineering Change – Time Compliant Technical Order) Development.
ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following:
Follow the Coast Guard Surfaces Forces Logistic Center (SFLC) EC/TCTO procedures and provisioning process to develop all required documents for the recommended changes as directed by the COR. Create and maintain project case files for ECRs, CG-22s, ECs and resulting TCTOs as directed by the COR. This will include obtaining CG-22 and EC tracking numbers, developing packages for submittal to Feasibility Boards, and Configuration Control Boards, developing resource estimates and financial plans, developing PPT scores for prioritization, updating status, attaching relevant files and e-mails to the project. Prepare ECs/TCTOs and associated documentation for review and comment as directed by the COR. Create and track Element of Logistics (SFLC-ESD-35 or current form) submissions through the Prototype, Interim, and Final Approval Process. Assist with planning, attend and actively participate in EC/TCTO Development Team (ECDT) meetings as assigned by the COR. Create provisioning case files and its web-based successor as directed by the COR for new items of supply to support EC's. Assist with developing and managing Plan of Action and Milestones (POAM) as directed by the COR. Coordinate development team and other technical and logistical meetings as required in the normal course of EC/TCTO, and logistics support development as directed by the COR. Gather data from Cutters, Product Lines, SFLC Engineering Services Division and other Coast Guard Units as directed by the COR in the development of EC requirements for various platforms. Gather provisioning and other technical data for assigned equipment as directed by the COR from vendors. Assist in organizing and attend platform team meetings as directed by the COR. Complete other administrative support tasks in support of EC/TCTO development as assigned by the COR. SUPERVISORY/MANAGEMENT AUTHORITY No supervisory/ management authority.
EDUCATION AND EXPERIENCE High School Diploma or General Education Degree (GED). Three (3) years' of experience in USCG or DOD HM&E Systems, USCG EC/TCTO deployment (installation) or development, or combined experience in USCG HM& E Systems and TCTO development. Minimum Two (2) years' of experience preferred providing USCG entities with HM&E EC/TCTO Development for (CG) assets. KNOWLEDGE, SKILLS AND ABILITIES Experience with the development of Field Changes, Engineering Changes, TCMA, and TCTO's. Use the Coast Guard Standard Workstation III or contractor provided computer to receive, process and track field generated Engineering Change Request/Proposals (ECRs) and CG-22's. Knowledge of the CG SFLC EC/TCTO procedures and provisioning process. Proficient in the use of Naval Electronic Supply Support System (NESS), Fleet Logistics System (FLS) and CGMS as they apply to TCTOs/ECs. Good writing skills, utilizing the applicable documentation resources. Excellent communication skills; oral and written. Knowledge using Microsoft Power Point, Word and Excel. Strong familiarity and experience required to navigate the following programs to accomplish assigned tasks: NESSS, FLS, CGMS, NE-TIMS, Web-FLIS, SFLC Central, CG-LIMS as they apply to TCTO/ECs. Pass a drug screen and federal background check is mandatory. Ability to pass a NACI background investigation and obtain a government issued Common Access Card (CAC). Ability to obtain a SECRET level clearance upon direction of the USCG. WORK ENVIRONMENT Work is primarily performed at the employee's residence or other designated work location. Position is primarily remote, but preference for individuals in the Baltimore, MD area.
