JOB SUMMARY Directs, plans, oversees, and evaluates all programs and services for the Division, including economic development efforts in unincorporated Salt Lake County and the management of the Salt Lake County Redevelopment Agency. This includes short- and long-range strategic planning, talent management, fiscal accountability, quality management, and process improvement. Develops, recommends and implements strategic organizational policies and procedures. Performs/participates in high level policy development and implementation. Works in a close confidential relationship with the Supervisors and Elected Official.
MINIMUM QUALIFICATIONS Bachelor's degree from an accredited college or university in Business or Public Administration, Economics, Finance, Urban Planning, Commercial Real Estate Development, or other closely related field, plus eight (8) years of related experience, of which two (2) years must have been supervisory or administrative; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.
CEcD (Certified Economic Developer) designation preferred.
A valid Driver's License issued by the State of Utah may be required to operate a vehicle.
Additional minimum qualifications may be dependent upon licensure or certification related to specific job duties and responsibilities.
ESSENTIAL FUNCTIONS • Supervises and directs division personnel to accomplish the mission of the Economic Development Division in the areas of business retention and expansion, entrepreneurship, workforce development and small business development.
• Provides leadership in achieving the goals of the County both internally with staff and externally with government entities, community organizations and others with which the County interacts.
• Exercises budgetary oversight over the Economic Development Division's annual budget; defines division objectives and operating plans.
• Works cooperatively with municipalities, state and other stakeholders to maintain productive
relationships and fulfill strategic regional initiatives.
• Prepares economic development strategic plans and implements the plans and initiatives.
• Identifies and promotes new business opportunities, improvements, and expansion of existing businesses and industry.
• Coordinates with private and public sectors regarding economic development initiatives.
• Coordinates plan development for transit-oriented development (mixed use) near transportation hubs.
• Promotes business development in unincorporated Salt Lake County.
• Collaborates with other County agencies to meet the goal of economic development in unincorporated Salt Lake County.
• Provides economic information to private and public sectors.
• Identifies business coaching and training opportunities to new and/or expanding small businesses.
• Maintains active contacts with relevant agencies at all levels of government.
• Researches and promotes available programs to businesses and the public.
• Coordinates with city chambers and economic development programs.
• Publishes informational literature and conducts research.
• Forms pertinent partnerships for the purpose of promoting the County and assisting small businesses.
• Oversees marketing efforts of the redevelopment agency. Attends all meetings relevant to economic development as assigned by Supervisors. KNOWLEDGE, SKILLS AND ABILITIES (KSA)

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting. May require travel within Salt Lake County.

This is an appointed at-will position without tenure and is exempt from the career service system.
