Job Description: NRG Energy, a Fortune 500 company and leading integrated power company in the U.S., is seeking an Energy Regulatory Policy Advisor for the Western U.S. This remote position will focus primarily on California energy policy and regulatory matters, supporting NRG's retail and wholesale businesses in the Western U.S.
The Team: Regulatory Relations The Regulatory Relations team at NRG plays a crucial role in navigating the complex and rapidly changing regulatory environment in the Western U.S. Among other things, we:
Provide tracking, monitoring, and advocacy support for retail electric and gas regulatory matters at various state agencies such as the CPUC, CAISO, CEC, CARB, DWR, etc.Engage with technical staff at California Independent System Operator (CAISO) and monitor Western regional market advancements such as WRAP, EDAM, Markets +, and other Western energy commodity market jurisdictions.Develop regulatory policy and legislative analysis and strategy as part of an integrated team of regulatory and governmental affairs professionals.Directly engage with policymakers and stakeholders to effectuate competitive market-based outcomes.Advise NRG's commercial, operations, and sales team on regulatory risk assessments and changing market rules.Track evolving compliance obligations and help NRG meet its regulatory compliance requirements.Track and analyze relevant regulatory policy changes and assess their impact on NRG's business interests.Responsibilities of the Role NRG is a wholesale generation asset owner, Direct Access provider, and a Core Transport Agent in California. In seeking growth and expansion in the Western U.S, NRG is looking for a remote candidate to assist with the responsibilities of the Western U.S. Regulatory team. Primarily focusing on California energy policy, the Policy Advisor will track regulatory developments across the state regulatory agencies (such as the CPUC, CAISO, CEC, CARB, DWR etc.) and help navigate the company across a complex and rapidly changing regulatory environment.
Regulatory Advocacy and Policy Development:
Prepare, review, and coordinate regulatory filings with various state agenciesParticipate in public workshops to engage in collaborative dialogue with regulatory agency staff and stakeholders.Advocate company positions to regulatory agencies to support policies consistent with NRG's business goals and competitive market principlesDevelop and implement regulatory strategies in coordination with senior management.Market Analysis and Monitoring:
Track and analyze regulatory policy changes at state agencies and CAISOAssess opportunities to support and grow NRG's customer-sided solutions in the Western U.S.Monitor changes at CAISO that impact wholesale power and asset management teamsStakeholder Engagement and Relationship Management:
Build and maintain relationships with key external stakeholders and regulatory agencies.Work with industry peers and market participants to develop consensus solutions on complex policy challenges.Ensure NRG's perspective is reflected in the trade associations.Internal Communication and Support:
Prepare reports and summaries of regulatory activities for internal stakeholders.Provide analysis and recommendations to management and project teams on regulatory requirements.Develop presentation and briefing material to educate internal stakeholders across multiple business functions to facilitate the internal decision-making process.Manage and work with outside consultants and counsel within budgetary constraints.Preferred Qualifications:
Advanced degree in public policy, economics, business, or lawExperience in building effective coalitions and policy advocacy.Demonstrated proficiency in communication, project management, and negotiation skillsKnowledge of wholesale power markets and energy transmission and generation infrastructureUnderstanding of Federal and California regulatory policies, history, and key case precedentsRequirements: Bachelor's degree in a relevant discipline (public policy, economics, or business)Minimum of 3 years of relevant experience in the California marketKnowledge of the electric power and natural gas industries in CaliforniaHistory of drafting comments and advocating within the California energy industryUnderstanding of competitive market principlesAbility to work independently and as a team member.Willingness to travel up to 20% if necessary.Proficiency in MS Word, Excel, and PowerPoint
