Description Position will remain open until filled.

Manage engineering activities related to transmission, substations, and distribution systems to ensure continuity of service, efficient system operations and economical use of personnel, vehicles, equipment, materials and finances to facilitate accomplishment of the District's mission and goals.
Examples of Duties ESSENTIAL DUTIES AND RESPONSIBILITES include but are not limited to the following:
Direct and approve short and long-range planning for system capacity, service reliability and efficient operation of the transmission, substation and distribution systems in collaboration with department directors.
Manage the team of engineers and support staff to ensure tasks are completed on time, on budget and to specification.
Provide leadership and guidance in developing engineering department strategic goals and objectives that enable the District to achieve its goals as outlined by the District's Strategic Plan.
Partner with internal stakeholders to manage the planning, engineering, design, construction, operation and maintenance of the District's transmission, distribution, and substations.
Oversee the development, implementation and efficient management and accuracy of the District's GIS mapping, work order, outage management and Engineering records systems.
Provide oversight in development, monitoring and prudent management of engineering department budgets.
Maintain current and detail knowledge of engineering and operational obligations under NESC, OSHA and WAC requirements.
Ensure safe and practical electric system coordination and protection for transmission, substations and distribution systems in accordance with established guidelines.
Conduct technical evaluation of all electric interconnection projects.
Conduct analysis, develop and maintain the District's 10 year Capital Improvement Plan consistent with objectives of the District's Strategic Plan.
Conduct periodic electric system modeling, load flow analysis and make updates and revisions to the District's Planning Study.
Provide oversight in the development, production and maintenance of District Construction Standards and Design Assemblies.
Coordination of interagency operational activities associated with BPA, other electric utilities, tribal jurisdictions, municipalities, and State and County Governments, Oversee the development and approve contracts related to transmission, substation, and distribution projects.
Administer the District's performance management process for supervised employees.
Oversee and promote accident prevention, including training and compliance with applicable rules and regulations.
Interpret and apply pertinent District policies and regulations, including necessary communications and conflict resolution.
Partner with internal stakeholders to ensure safety and security standards for transmission, substations and distribution systems meet federal and state regulations.
Partner with the District's Safety Manager to ensure safe operations of supervised personnel.
Oversee the development of policies and ensure District compliance with hazardous waste regulations.
Utilize District's integrated NISC based applications for GIS, Mapping, Work Order, CIS and Accounting.
Maintain confidentiality of District records and information.
Assist in the development and updates to agreements with BPA, Jefferson PUD, City of Port Townsend, and applicable industrial customers.
Provide assistance in engineering various building improvements.
Direct system operations and perform dispatching duties when required.
Investigate customer or public complaints, determine nature and extent of problem and recommend remedial measures.

SUPERVISORY RESPONSIBILITIESThis position directly supervises employees.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibility includes interviewing, hiring and training employees; planning, assigning, and directing work; addressing complaints and resolving problems; appraising performance; providing positive feedback and corrective action to employees; counsels employees to discuss their performance and to encourage their growth and development.

Typical Qualifications POSITION REQUIREMENTS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND/OR EXPERIENCE Bachelor of Science in Engineering required; power option preferred.
A current Professional Engineer (PE) License is preferred.
A minimum of five (5) years' successful senior level management experience.
Must have management and supervisory training.
Experience performing distribution and transmission planning studies, i.e.
load growth, voltage and power factor.
Experience in transmission, substation, and distribution line design, construction, maintenance and operation preferred.
Experience with electric system meters, relays, and test equipment preferred.
Experience with the use of personal computer applications associated with this position, including word processing, spreadsheet, data base, ESRI based ArcGIS, Engineering Analysis software preferred Experience or the ability to become familiar with the use of NISC Mapwise, OMS, CIS and ABS applications preferred.
Must have electrical system protection and coordination training and electrical system, voltage regulation and power factor correction knowledge and training preferred.
Five (5) years of utility industry experience perferred.
An equivalent combination of education and experience that would provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job may be substituted.
KNOWLEDGE, ABILITIES AND SKILLS Must have the ability to supervise effectively, plan and organize work schedules, make sound decisions, develop solutions to situations and train others.
Must have leadership ability to enable and empower employees to accomplish the District's goals and objectives through individual and team performance.
Must have the ability to understand, follow, and communicate accurate, clear and concise written and verbal information and instructions.
Must develop a thorough knowledge of District accident prevention procedures and tools and applicable state and federal regulations.
Must have math, reading and writing skills required for the job functions.
Must have a thorough knowledge of distribution, transmission, and substation system design, construction methods, maintenance and operation.
Must have the ability to gain working knowledge of the FERC accounting system.
Must be familiar with fundamentals of electricity and the operation of the District's electrical system.
Must be familiar with computer aided drafting and its various applications.
Must have the ability to configure and operate complex engineering analysis software programs preferred (or working knowledge to partner with ICPE) Must have knowledge of NESC, NEC, WAC 296 Chapter 45 and other related codes and District specifications and regulations.
Must be familiar with and comply with OSHA 1910.269.
Supplemental Information ADDITIONAL REQUIREMENTSMust successfully complete a standard criminal background check.
A standard Monday through Friday work schedule is expected to be maintained and the incumbent may be required to work hours in excess of 40 hours per week.
Responds to after-hours phone calls or call-outs, including day, night, and weekend.

WORKING CONDITIONS AND PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Position requires regular and punctual attendance.
Duties are split between field work and an office environment.
May be exposed to conditions and hazards from vegetation, construction sites and structures in any condition.
Some work is performed in the vicinity of electrical high voltage.
Must be able to drive or, through other efficient means, travel around the county to work at various facilities.
Vision must be sufficient to read instructions and maps as well as to complete and review drawings.
Hearing and speech must be adequate to communicate with employees, customers and contractors in person, by telephone and by radio.
Occasionally: stoop, kneel, crouch, climb, balance, crawl and occasionally lift and/or move up to 30 pounds.
Occasional duties may be performed outside with exposure to inclement weather.
May be exposed to aggressive animals.
Work is regularly scheduled Monday-Friday, although weekend, after hours and outage management work may be required.
Overnight travel out of the service territory for training opportunities may be required.

RESIDENCY REQUIREMENTJefferson County PUD requires the candidate in this position to reside within Jefferson, Kitsap or Clallam County.
The residency requirement must be met within six (6) months of hire date.

Medical, Dental, Vision and Rx Insurance: Comprehensive medical, dental and vision insurance plans.
The PUD pays 100% of the monthly premium, regardless of the number of dependents covered.
Insurance is effective the first of the month following employment.


Health Reimbursement Arrangement (HRA VEBA): HRA VEBA plan is a health reimbursement arrangement (HRA) for employees to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment.
Employees contribute, through payroll deduction, tax-free contributions of $75 per month.
The PUD contributes $50 per month.


Retirement: The District is a member of PERS and participation is mandatory for employees in eligible positions.
Both the employee and the employer make contributions to the PERS system.
Employee contributions are made on a tax-deferred basis.
New employees may choose between PERS Plan 2 and PERS Plan 3.


The PUD participates in the Washington State Deferred Compensation Program (457 plan).
DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k).
The PUD matches employee deferrals at 50 cents per dollar, up to a total match of 4% from the PUD.


Paid Time Off: The PUD utilizes a PTO program.
New employees are offered 20 days of PTO each year.
PTO accrues at 6.15 hours per biweekly pay period.
Accruals increase with longevity of service after 3 years.


Holidays: The PUD recognizes 11 holidays and provides two floating holidays each year.
The second floating holiday is available for use after six months of employment.
Floating holidays must be taken during the calendar year in which the floating holiday is earned.
At 5 years of employment, employees are offered 3 floating holidays each year and 4 floating holidays each year after 10 years of employment.


Observed Holidays: New Year's Day Martin Luther King Day Presidents' Day Memorial Day Juneteenth National Independence Day Independence Day Labor Day Veterans' Day Thanksgiving Day Day after Thanksgiving Christmas Day Disability Insurance: The PUD offers a short-term disability policy, beginning on the 41st hour you are unable to work, that pays 70% of your salary for up to 180 days.
A separate long-term disability insurance applies after 180 day waiting period.


Life and AD&D Insurance: $50,000 through Standard Insurance.


Wellness Reimbursement: The PUD offers up to $300 per year in expenses related to wellness activities and items such as exercise equipment, massage therapy, gym memberships, etc.


Tuition Reimbursement: The PUD encourages employees to continue their education to further their professional development.
The PUD reimburses up to $2,500 for employees to attend coursework outside of regular training.
