Job Responsibilities
This position is accountable for supporting the Traffic Operations Engineer in accomplishing the field functions of the Bureau of Operations' Traffic Section which includes development and implementation of programs for the installation, operation, and maintenance of traffic control devices.

This position reports directly to the Traffic Operations Engineer. No subordinate personnel report to this position.
The incumbent is accountable for the review of traffic control installations, maintenance needs and compliance of state and district policy, preparing the work orders to correct deficient areas, design and fabrication of signs, and general maintenance of traffic control devices. The uniqueness of this position lies in the fact that even though the incumbent has no direct subordinates, their work orders are what constitutes a large portion of the daily work assignments for 15 traffic shop and field personnel. To accomplish this, the incumbent must be able to be independent in making decisions, communicate well in both oral and written form, and should be familiar with personal computer applications such as Microsoft Word, PowerPoint, Excel spreadsheets, and Microsoft Access databases.
Typical problems include conducting sign surveys, often within a limited time frame. While performing these functions, the incumbent may encounter changes to policy or law which require major signing changes, or emergency situations which would require which require immediate road closures and detours, relying on the incumbent's initiative and comprehensive knowledge. The greatest challenge for this position is to establish and maintain proper signing and pavement markings throughout the entire district.
Job Responsibilities (continued)
This position has a vast number of separate duties which all adjoin to make a safe, efficient, and convenient roadway marking system. The incumbent is responsible for conducting sign surveys on 4057 lane miles of highways under the jurisdiction of District 2 to ensure the signing and pavement marking is in compliance with the adopted National and Illinois Manual on Uniform Traffic Control Devices. The Temporary Traffic Operations Supervisor and the Traffic Operations Engineer assist this person in doing these reviews and write work orders for down signs and routine maintenance of traffic signs. The incumbent is responsible for maintaining an up-to-date inventory of all district's signing, as well as other traffic control devices. The incumbent reviews signing and striping in plans being developed and may provide guidance to designers. The incumbent performs signing and striping reviews during construction to ensure that work is installed to Standards and Policies. The incumbent plans and may supervise the execution of special projects; makes field reviews and prepares work orders for the establishment of road closures and detours for emergencies or Day Labor projects; and establishes and checks "No Passing Zones" and maintains a record of all zones in the district. The incumbent also handles various district-wide signing programs such as the TODS Program and signing for the Adopt-A-Highway Program.
The incumbent is given the freedom to write work orders and prioritize general assignments. In response to outside requests and complaints, they make field reviews and personal contacts and provides the Traffic Operations Engineer with recommended action and suggested correspondence. The incumbent also oversees the Statewide Freeway Sign Maintenance Contract in District 2 and the District 2 High Type Pavement Marking Repair Contract. The incumbent has the flexibility to write work orders for new, damaged or replacement signs and pavement markings under these contracts. The incumbent may also be responsible for preparing and submitting several maintenance contracts a year for the maintenance of pavement marking, raised reflective pavement markers, sign maintenance, and guardrail markers. The incumbent may act as inspector or resident on these projects.
To effectively perform the duties of this position, the incumbent must maintain good liaison with other district bureau personnel. This includes contacts with construction field engineers, resident engineers and technicians, designers, and Operations maintenance field engineers and technicians. The incumbent works in direct alliance with the District Claims Supervisor and the Financial Services Manager in the reimbursement for damaged traffic control items. The incumbent will have direct contact with central office Operations personnel. Their outside contacts include, and are not limited to, village presidents and mayors, police chiefs, the Illinois State Police and sheriff departments, school superintendents and principals, county and township officials, and citizens.
The incumbent of this position can be best evaluated by looking at the overall signing and traffic control device program and determining whether problem areas are being properly prioritized, compliance with the adopted National and Illinois Manual on Uniform Traffic Control Devices is being maintained, and if the traveling public is being properly served.
Principal Accountabilities
Ensures that signing and pavement marking is in compliance with the adopted National and Illinois Manual on Uniform Traffic Control Devices. Conducts an annual inspection of all traffic control devices in the district. Writes work orders for the maintenance and update of existing and new traffic control devices. Responsible for the maintenance of the District Traffic Sign Inventory System, inventory of other traffic control devices and report development from the various databases. Reviews signing and striping in contract plans and during construction activities. Serves as liaison with citizens, outside agencies, and other bureaus within the department. Submits plans for various Traffic Operations contracts and may act as the inspector and/or resident on these projects. Oversees districtwide programs, such as the TODS program, and signing on the Adopt-A-Highway program. Supervises the execution of special projects, including road closures, detours and other emergencies. Establishes and maintains records for the district "No Passing Zones". Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Position Requirements Education/Experience: Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.
