Working Title: ENVIRONMENTAL SPECIALIST III - ********

Your Specific Responsibilities: This position serves as the Environmental Specialist III and works under the general supervision of the Environmental Health Program Consultant, position #******** , Florida Department of Health in Volusia County, and provides professional support and technical assistance to staff, community agencies, and the general public. The incumbent serves in the Onsite Sewage Treatment and Disposal Systems program. This position is assigned to the Orange City Environmental Health office. This position is responsible for: OSTDS Inspections Performs inspections and site evaluations in the OSTDS program. Also inspects septage pumping trucks, aerobic treatment units, and industrial manufacturing zone establishments. Conducts sanitary nuisance complaint investigations.
OSTDS Training and Employee Standardization Provides field and regulatory training for new OSTDS staff and standardization training for veteran staff. Conducts inspections observations, reviews permits and prepares documentations of findings for OSTDS Program Consultant review. Identifies staff training needs for OSTDS Program Consultant consideration. Develops OSTDS training/classes for regulated community and internal staff.
OSTDS Quality Assurance and Audits Audits OSTDS inspections, permits, files and pertinent records to ensure they are created and maintained in a manner compliant with State Policy 150-4. Initiates corrective actions for inspection-related deficiencies. Uses central office program audit tools to prepare program evaluation reports. Advises the OSTDS Program Consultant of program assurance and audit findings and makes recommendations for compliance corrections, improvements and program efficiencies.
Emergency Response and General Duties Responds to terrorism or natural disaster events and public health emergencies as assigned. Assists with the investigation and evaluation of suspected water-borne illness complaints/outbreaks. May work in disaster shelters during emergencies, as assigned. Performs other duties, as assigned.
Required Knowledge, Skills, and Abilities: Knowledge of site evaluations including soils identification, water table determination, surface water boundary identification, setback requirements. Knowledge of laws, regulations, policies and procedures for the OSTDS program. Skilled in conducting accurate and objective OSTDS inspections. Ability to effectively communicate with staff, customers, contractors, other agencies and the public.
Qualifications: Must have knowledge of site evaluations including soils identification, water table determination, surface water boundary identification, setback requirements. Must have knowledge of laws, regulations, policies and procedures for the OSTDS program. Must be skilled in conducting accurate and objective OSTDS inspections. Must have the ability to effectively communicate with staff, customers, contractors, other agencies and the public. Must have a bachelor's degree or higher from an accredited college or university with a major in one of the physical or natural sciences or public health. Must have at least 3 years of experience working in the Onsite Sewage Treatment & Disposal Systems (OSTDS) program in the areas of site evaluations, permitting, inspections, and enforcement. Must be willing to drive your personal vehicle to conduct inspections. Must be a current State of Florida employee, in a Selected Exempt Service (SES), Career Service (CS), or Other Personal Services (OPS) position.
Preferred: Knowledge of OSTDS program evaluation tools and components of quality control/assurance procedures. Ability to operate electronic field sampling/testing/collection equipment and associated computers and software.
