LOCATION OF POSITION: DJS- Residential Services, 217 E. Redwood Street, Baltimore, MD 21202
Main Purpose of Job: The Executive Director for Residential Services is responsible for oversight of state-owned and operated residential facilities for youth who are detained pending adjudication and placement, or committed by the court to the custody of the Department of Juvenile Services (DJS). The Executive Director ensures that the safe custody and general welfare of the youth is maintained, appropriate services are provided, and operations are in compliance with laws, regulations, collective bargaining agreements, and State and Departmental policies and procedures. The Executive Director responds to/manages crisis situations that jeopardize public, staff, or youth safety, while serving as the first point of contact for notification of critical incidents within the Operations Division up through the Deputy Secretary to the Secretary.
POSITION DUTIES: Duties include but are not limited to the following:
Oversee all aspects of activities throughout seven residential facilities. Directly supervise residential facility Superintendents and indirectly supervise over 600 staff who provide services to youth.Review and evaluate the work of subordinates through observation, discussion, group and individual meetings, reports, and performance appraisals. Provide direction and guidance to improve performance and outcomes.Oversee the coordination of educational, health, dietary, security, recreational, and rehabilitation programs and services. Ensure all programs and services are in compliance with nationally recognized 'Best practices'.Oversee residential programs to ensure that implementation and prescribed activities are carried out in accordance with department-specified objectives. Identify or create new and supplemental programs to enhance opportunities for the rehabilitation of youth.Participate in the short and long-range planning of the Department's residential programs. Identify and propose new or enhanced products and services, and renovations to existing facilities and construction of new facilities to improve services to youth and working conditions.Establish cooperative agreements with other state agencies, community organizations, and private vendors to identify, promote, and implement rehabilitative programs and projects for youth in the facilities.Participate in the preparation of the residential Budget. Plan resource allocation to maximize return on investment, improve services, and increase efficiency.Oversee budget administration. Develop and implement plans to ensure expenditures are within budget allocation.Serve on the Residential Policy Committee. Research and propose policies or policy enhancements for implementation throughout residential services.Serve as a 24-hour resource for residential programs, providing guidance and oversight as needed regarding Admissions, Releases, and transportation after hours.MINIMUM QUALIFICATIONS: Education: A Bachelor's degree from an accredited college or university.
Experience: Six years of direct care experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth or in a correctional setting; to include experience exercising supervisory or managerial responsibility for line and/or managerial staff providing services to juveniles. Candidates may substitute four additional years of the above experience for the educational requirement.
DESIRED OR PREFERRED QUALIFICATIONS: The ideal candidate will possess the following:
At least two years of experience in leading the supervision of multiple sites that interface with justice-involved youth.Experience with innovative program development and implementation.Experience with a systems change management approach to transforming the climate and culture.SELECTION PROCESS: Please ensure you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
