This opportunity is a part-time temporary limited term EXTRA HELP appointment and is available to retired annuitants of a public employee retirement system.
The City of Ontario Human Resources / Risk Management Agency is looking for an experienced Retired Annuitant with extensive Benefits Administration experience.
The Benefits Program Coordinator will administer complex health insurance and pension programs, leave administration, voluntary benefits, and employee health and wellness programs.
They will oversee the organizing and planning of annual open enrollment and benefit/health fair; , recommend, implement and monitor efforts to maximize the use of benefit, health and wellness programs and offerings; monitor program costs and make recommendations regarding plan design and appropriate cost containment.
They will oversee and monitor the service performance of third-party administrators; evaluate, plan, consult, and recommend systems that guide the navigation of complex matters related to Public Employee Retirement Law (PERL).
An ideal candidate will have comprehensive experience in administering CalPERS retirement, 457(b) and 401(a) plans, as well as administering and managing complex employee benefit programs and voluntary benefits.
A successful candidate will possess the ability to build relationships and trust with the team and throughout the organization; possess the ability to coach, develop, and manage subordinates while moving the team swiftly towards achievement and precision execution.

Basic guidelines include, but are not limited to:
The appointment is a temporary position of a limited duration.
The total hours worked in a fiscal year will not exceed 960 hours.
The compensation paid is limited to the hourly rate and no other benefits will be provided.
The appointee shall only perform work of limited duration upon the completion of which the appointment shall be terminated.
The work will consist of special projects and extra work that cannot be performed by the current workforce.
Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of the City, will be invited to participate further in the selection process.

Manages and oversees assigned human resources programs and services of the Human Resources/Risk Management Agency, such as staffing, recruitment and selection, classification and compensation, employee engagement, employee relations, labor relations, employee benefits, health and wellness, and strategic initiatives; plans, directs, and participates in the work related to the assigned programs and services; identifies opportunities for improving service delivery methods, procedures and training programs; identifies resource needs and reviews with appropriate management staff; implements improvements.
Develops and implements goals, objectives and procedures for assigned human resources programs and services.
Supervises and directs the activities of staff, including employee selection, work assignments, performance evaluation, employee development, disciplinary actions, and complaint resolution; directs, coordinates and provides appropriate level of review of the workplan for assigned human resources services, programs, projects, and activities; monitors workflow; reviews, and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
Researches, recommends and implements practical and innovative human resources programs and services in assigned area of responsibilities; and gathers and evaluates data to inform system and program needs and/or effectiveness.
Provides strategic and tactical human resources support to agencies to drive City services and foster growth of the organization; coordinate assigned activities with other programs and services within and between City Agencies.
Partner with agency/department representatives to proactively diagnose and identify people- related business needs and translate into achievable action plans; advises management on related risks, balancing legal requirements with operational and City requirements.
Engages with agency/department representatives in key initiatives involving design of organizational development strategies to enhance performance through facilitation of reorganization efforts, change management strategies and/or cultural alignment activities; provides counsel and monitors communication and change management efforts.
Advises City management and employees regarding memorandum of understanding provisions and human resources policies and procedures; researches and implements new laws and regulations.
Assists in the preparation of analyses and reports for management and the City Council as needed.
Implements terms and conditions of labor agreement changes as they occur; may participate in the negotiation of labor agreements.

Qualification Guidelines
Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
A typical combination includes:
EDUCATION
A bachelor's degree or equivalent from an accredited college or university in human resources, organizational development, public administration or related field.
EXPERIENCE
Five years of increasingly responsible professional experience in a variety of areas related to human resources administration, including at least two years in a lead or supervisory capacity.
DESIRABLE
Master's degree from an accredited college or university in human resources, organizational development, public administration or related field.
Previous experience administering CalPERS Retirement and benefit programs IPMA-HR and/or SHRM Certification(s).
Substantial experience working with labor unions.
Public sector experience
LICENSE
Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C California Driver's License Valid Class C California driver's license, OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
This requirement applies at time of appointment and throughout employment in this classification.
