Incumbent will create and maintain a safe, positive learning environment to ensure the holistic development of each student and staff member through cultural, social, spiritual, physical and academic experience.
Incumbent will support the Bureau of Indian Education's mission, which is to provide high quality education opportunities from early childhood through life while considering a tribe's need for cultural and economic well-being.
In performing this mission, the BIE takes into account the spiritual, mental, physical, and cultural aspects of school-aged children within their family and tribal community.
To meet its trust responsibility to Indian Tribes, BIE works to strengthen education opportunities for American Indian students to be successful and competitive globally; to enhance student participation in their tribal communities; and support tribes in nation-building, in development of the next generation of tribal leaders.
Responsibilities:
Incumbent is responsible for all phases of the Riverside Indian School Facility Management Program and operates under the general administrative supervision of the Principal of the Riverside IndianSchool, who provides administrative direction and guidance on overall policy matters and establishes standards to be met.
The principal may make assignments, although the incumbent generally develops assignments through his own knowledge of what needs to be accomplished.
The methods and procedures to be used in accomplishing the assignments are the prerogative of the incumbent with technical advice and guidance being obtained from engineers and technicians of the Regional Office as necessary.
Completed work is reviewed by the supervisor on the basis of adequacy of the services provided and for adherence to policy.
The technical aspects of the work are not reviewed except during periodic visits to the Agency by the Regional Office and Albuquerque Facility Management Officials.
Plans and assigns work to subordinates, setting priorities and preparing schedules for completion of work, considering the difficulty of the assignments and capabilities of employees.
Advise, counsel or instruct employees on work and administrative matters.
Insures that employees are kept informed on all matters which affect their employment.
Interviews candidates for positions in the unit, making recommendations for appointment, promotion or reassignment.
Evaluates the performance of subordinates.
Establishes and revises position descriptions of employees ensuring that the most effective and economical position structure is maintained.
Hears and resolves complaints from employees.
Refers more serious complaints not resolved to higher level supervisors.
Effects minor disciplinary measures such as warnings and reprimands.
Recommends action in more serious cases.
Identifies development and training needs of employees and providing or making provision for such development training.
Incumbent prepares long range plans for maintenance activities; prepares annual operating programs; reviews and recommends changes to the Regional Office.
Makes priority recommendations for funding and coordinates accomplishment for approved maintenance programs.
Prepares plans and specifications for equipment purchase and construction proposals/drawings and makes recommendations for changes and/or approval.
Initiates action to provide needed construction projects or innovative procedures to improve the caliber of maintenance at the school.
Develops and implements Facility Management programs for all employees promoting safety practices and sanitary measures.
Cooperates and works with Bureau Safety Engineers in carrying out a program of eliminating unsafe conditions and practices.
Recommends safety or sanitary projects for inclusion in programs.
As a supervisor, is responsible for the establishment of safe working habits, for instructing subordinate workers in safety regulations and practices and the development of good housekeeping work methods.

BASIC EDUCATION AND EXPERIENCE REQUIREMENTS:
Level 05 - Bachelor's Degree in related field and two years related experience equivalent to Level 04; OR Associate's Degree or 60 college semester hours in related field and eight (8) years specialized experience equivalent to Level 04; OR High School or GED diploma and ten (10) years specialized experience equivalent to Level 04.
Bachelor's Degree may be in any
Engineering discipline, Industrial technology, Construction management, Property management, Business administration, Education administration, OR Public administration Specialized experience is typically gained in a line of work that is related to the work of the position to be filled, or in the same specific program area with which the position is concerned, or in a closely related kind of program.
Examples of qualifying specialized experience include: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other installations, including maintenance activities, and developing preventive maintenance programs.
(2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
(3) Performing maintenance or construction work, including estimating material and labor costs for a variety of facility management projects, directing actual work operations, and maintaining appropriate contacts with the organizations funding the project.
CONDITIONS OF EMPLOYMENT:
If the position requires operation of a motor vehicle in performance of work, a valid State Driver's license is a prerequisite.
Some positions may involve work that requires driving throughout the geographic jurisdiction of the Education Line Office, school, or dormitory to manage facility management programs and projects.
A valid State Driver's license must be maintained as a condition of employment; and failure to do so may result in removal from the position.
PHYSICAL REQUIREMENTS:
Good distant vision in one eye and ability to read without strain printed material the size of typewritten characters are required, glasses permitted.
Ability to hear the conversational voice, with or without a hearing aid, is required.
In most instances, an amputation of arm, hand, leg, or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis.

Contract Length: Year Long Tour of Duty: Full Time The Bureau of Indian Education has determined that the duties of this position are NOT suitable for telework under any circumstances. FLSA: Exempt Position is not covered by Bargaining Unit/Union. Probationary period is three consecutive contract terms.
May require overtime work. Salary includes applicable locality pay. Direct Deposit of pay is required. A Recruitment Incentive is not offered.
Student Loan Repayment Program (SLRP) will not be authorized. Government quarters are not available. DRIVING REQUIREMENT: Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required.
Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.
Applicant is subject to a favorable background investigation.
This is a Non-Critical Low Risk Position subject to a favorable adjudicated background investigation.
