Duty Location: Monterey, California
This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years, indefinitely. The duty location is planned for Monterey, California, but may be negotiable for remote work. If Monterey is not the duty location, no relocation incentive will be possible. In addition, the pay range listed in this announcement includes locality pay for the Monterey area. A remote location would likely have different locality pay.
The Institute for Security Governance (ISG) seeks a Faculty Senior Associate to teach and advise security sector personnel of partner countries on civilian harm mitigation and response (CHM-R) at strategic, operational, and tactical levels. Experience applying principles of CHM-R and the civilian protection life cycle with foreign government personnel in teaching and change-management environments is desirable. Knowledge of CHM-R considerations in mission planning, targeting, to include no-strike lists, and civilian harm assessment and response, including in multidomain operations, is preferred. This position will also include developing curriculum and advising/change-management materials and approaches as well as collaborating with colleagues to help them incorporate CHM-R concepts and outcomes into their programs. Ability to identify and stimulate CHM-R opportunities across ISG's portfolio is desired, as is the capability to drive and build the function within ISG.
POSITION DUTIES: Serves as a faculty senior associate engaging in advising, consulting, education, and training. Collaborate and assist other faculty to incorporate civilian harm mitigation and response perspectives into their program planning and engagement designs. Develop course curriculum and advising materials; assess course materials or advising plans and programs created by other faculty and faculty teams; plan, coordinate, and engage with partner countries in mobile courses and/or advising projects. Sustain and develop academic expertise through participation within and contributions to the community of practice and discipline. Participate in academic or professional research to create knowledge or solutions related to security cooperation and ICB topics and the more specialized topics of the practice area/discipline. Publish findings in reputable scholarly or professional outlets, which can include, inter alia, peer-reviewed publications, University publications, relevant blogs, and specialized defense, military, and civil-military publications. Participates in DSCU self-governance to support the academic mission of the University in its use of technologies and services impacting teaching, learning, research, and scholarship. QUALIFICATIONS: Master's degree from a regionally or nationally accredited university in a relevant functional area required: international relations, economics, foreign affairs, history, political science, business administration, defense and strategy, or a related field that supports DSCU's programming, research, and analysis needs. Five or more years of experience in topics relevant to security cooperation or institutional capacity building or irregular warfare that align with OSD-Policy priorities. Experience in leadership, management, strategy, or planning tasks in government, military, private sector, or academia. Documented intellectual contributions in area(s) of expertise. Experience in developing and revising in-person and virtual curricula and/or partner nation advising materials. Teaching experience and/or experience advising senior leaders. CONDITIONS OF EMPLOYMENT: Must be a United States Citizen. Must be able obtain and maintain a Secret clearance. Must be able to pass pre-employment and random drug testing. Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime. Must be able to travel away from the normal duty station on military or commercial aircraft. Males born after 12-31-59 must be registered for Selective Service. This is a SC (SC) position due to the nature of the position's duties and responsibilities. Incumbent must attain DoD SC Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program," and any future amendments thereto. ADDITIONAL INFORMATION: Salary will be based on commensurate experience, demonstrated ability, and education. Recruitment and Relocation incentives may be authorized.
