Salary range $66,127 - $111,475 (A13)
JOB SUMMARY Performs a variety of responsible clerical, secretarial and administrative tasks; aids in financial and budgetary analyses; ensures the smooth day-to-day operation of the Finance Department; and does related work as required.
ESSENTIAL JOB FUNCTIONS ?
Acts as liaison between the Finance Department and other departments, ensuring strong internal customer service. Also interacts with, City Manager, Mayor, City Council, Finance Committee, the Financial Advisory Commission, other pertinent City committees and the public; ?
May act as the recording secretary to City committees; ?
Provides administrative oversight to the Finance Department and must work closely with coworkers; ?
Accurately compiles detailed data reports under strict deadlines. Often, reports must be prepared on short notice at the request of the Finance Director; ?
Conducts research needed to draft letters, policies and procedures, reports, spreadsheets, and related documents; ?
Reads and organizes Finance Director's incoming mail and assembles files and others materials to facilitate reply; ?
Keeps abreast of any Finance Department operational concerns in order to ensure their resolution as directed by the Finance Director; ?
Reports to Finance Director on upcoming concerns that may arise and any pending responsibilities and tasks the Finance Department has been charged with completing; ?
Performs a wide variety of administrative, clerical and related tasks such as scheduling meetings, formatting documents drafted by others, and ordering office supplies; ?
Assists with other assigned projects such as organizing events or activities; ?
Coordinate Finance Department role in payroll processing, including review of time entry, maintenance and transmission of payroll files, developing payroll wires, file submissions, and journal entries. ?
Facilitates the hiring process when the Finance Department is hiring a new employee; ?
Maintains personnel files of Finance employees; oversight of timekeeping; assists Finance Director with annual employee evaluations;
?
Maintains the City's self-insured status and the City's other insurance overages by completing and submitting detailed annual reports. Does so by working with the City's insurance providers and the City's in-house Risk Analyst; and ?
Performs other related job duties as assigned.
QUALIFICATIONS Education and Experience High School Diploma or an acceptable equivalency diploma (GED); and four (4) years of related experience in financial operations such as budgeting and accounting. College credit courses, Associate's Degree or Bachelor's Degree strongly preferred Special Qualifications: None. Knowledge, Skills and Abilities: ? Knowledge of budgetary practices, with strong computer skills, especially Microsoft Office Suite Software (Excel, Word, PowerPoint), and financial database systems; ?
Ability to follow instructions, organize workload, deal with constant interruptions while performing duties, and prioritize highly varied tasks; ?
Skill with written, verbal and interpersonal communications; ?
Ability to work in a team environment; ?
Ability to manage multiple and competing priorities that often arise on short-notice; ?
Ability to operate small office equipment, including copy machines or multi-line telephone systems; and ?
Ability to operate computers for data entry, word processing and/or accounting purposes.
PHYSICAL/MENTAL DEMANDS The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: ?
Dexterity ability: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling. ?
Handling ability: sufficient to pick, hold, or otherwise work, primarily with the whole hand. ?
Hearing ability: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. ?
Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes. ?
Reaching ability: sufficient to extend hand(s) and arm(s) in any direction. ?
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. ?
Speaking ability: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. ?
Talking ability: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

Visual ability: sufficient to effectively operate office equipment including copier, computer etc.; to read and write reports, correspondence, instructions, etc. ?
Walking ability: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
