Fiscal Manager Head Start & Early Intervention Program Department of Human Services Hourly Wage: $26.94-$30.32/Regular/Full-Time Location: Wapato The Fiscal Manager oversees and directs the accounting, auditing, reporting, and budgeting for all programs under the Head Start and Early Childhood Intervention Program. Assists in effective fiscal planning and management of the programs according to established standards. The position implements accounting and financial systems to meet compliance requirements and serves as financial advisor to program staff in fiscal aspects of the program. Provides training and technical assistance in all areas of financial management, including determining problem areas, assisting in compliance with standards, reviewing administration and/or governance compliance, and making recommendations for improvement.



Examples of Work Performed: Articulates Yakama Nation Head Start's mission, values, and policies to staff and clients, demonstrates commitment to mission, values, and policies in the performance of daily duties. Demonstrates commitment to the program mission, values, and policies in performance of daily duties. Follows and ensures compliance with all applicable federal, state, local, and tribal policies, regulations, and procedures. Ensures staff understand and follow Federal, State, and Tribal financial regulations. Plans training for program staff covering fiscal policy and procedures. Provides fiscal leadership in all programs and funding sources, including but not limited to Head Start, Early Childhood Intervention, Tribal Funding, Child and Adult Care Food Program, and parent funding. Provides fiscal management for programs through preparation of monthly budget reports and continuous analysis of expenditures (accounts payable, fiscal, payroll, and non-federal share), ensuring regulatory compliance and prudent spending within budgetary guidelines. Confers with the Director and other program coordinators on matters concerning internal controls, budgets, and property controls. Assists with any audits and reviews including interacting with auditors and grant review staff, aiding in the procurement of external audit requests. Serves as a liaison with all funding sources and auditors to ensure compliance with funding source rules and regulations, compliance with applicable laws, and to maintain appropriate program cash flow. Assists in the preparation of budgets and grant applications. Maintains, compiles, and collates all fiscal, budgetary, and monetary data relevant to audits and reviews. Monitors consistency between budget and actual expenditures. Calculates and monitors Administrative Cost to ensure compliance. Calculates and monitors the program's non-federal share. Participates in the annual program self-assessment. Maintains documentation of all contracts. Prepares journal entries and maintains and updates general ledger. Maintains purchasing and procurement information and maintains records of procurement. Performs other duties, as requested. Knowledge, Skills and Abilities: Knowledge of the Uniform Administrative Guidance (2 CFR Part 200 and 45 CFR Parts 75). Knowledge of OMB Circular A-133 (2 CFR Part 200, Appendix XI), grants compliance statements, with specific emphasis on fiscal accountability. Knowledge of the Fiscal Monitoring Protocol with specific emphasis on the fiscal checklist. Knowledge of automated financial systems and budget preparation required. Knowledge of financial management systems, including Microsoft D365. Knowledge of electronic payroll management systems, including ISolved. Knowledge of generally accepted accounting practices. Knowledge of the Yakama Nation financial systems, including but not limited to accounts payable, accounts receivable, grants, contracts, travel, and general ledger posting/adjusting. Ability to relate fiscal information to programmatic issues. Ability to communicate fiscal concepts and requirements to non-fiscal staff. Ability to understand and apply funding source standards, policies, procedures, and requirements to program functions. Ability to engage in active constructive participation in the program's management team. Ability to work with minimal supervision. Ability to pass a criminal background check. Ability to sit for long periods, looking at numbers on paper and/or a computer screen. Skills in organizational leadership, including the ability to make sound decisions and delegate appropriately, work independently, prioritizing workload and meeting deadlines, and provide compliance monitoring in a proactive and supportive manner. Skills associated with multi-tasking and meeting deadlines. Minimum Requirements: Minimum of a Bachelor's Degree in Accounting, business, fiscal management, or a related field and two years experience in management of federal funds OR Preferred Certified Public Accountant (CPA) or further post-bachelorette training and two years in management of federal funds. Preference will be given to past/present Head Start parents who meet the qualifications. Must be able to manage confidential information. Must follow Yakama Nation and YN Head Start Code of Conduct. Must obtain a medical/physical examination, including a TB test. Must have current First Aid/CPR care or able to obtain one within 6 months of hire. Must have current food handler's card or able to obtain one within 6 months of hire. Must pass a pre-employment background check. Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit. Required to pass a pre-employment drug test. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
