ERSEA Specialist for Head Start, Early Head Start, and State Preschool Programs, full time to regular full time
•Position is Non-Exempt, Full Time (40 hours/week), 12 months
•Pay Rate: Commensurate with related-experience and qualifications, up to $24.30/hour
•Not eligible for benefits
•Reports to Support Services Manager
Position Description / Job Summary: The ERSEA (Enrollment, Recruitment, Selection, Eligibility, and Attendance) Specialist will be responsible for ensuring that the agency complies with all regulations per Head Start/Early Head Start Performance Standards, and CA State Preschool and General Childcare regulations for enrollment into the program.
The ERSEA Specialist will also plan, organize, and direct CAPE's on-going monitoring system, including insuring routine monitoring of ERSEA services and operations of CAPE and partner programs.
The responsibilities include, but are not limited to the following:
•Assist with recruitment and enrollment.
•Assist, develop, monitor, and revise as necessary, all policies and procedures relating to recruitment, selection, enrollment, and attendance of eligible children.
•Work with the Recruitment and Selection Committee to involve parents in the selection criteria process.
•Represent the enrollment area during program reviews.
•Ensure that a Child Plus database is established and produce reports as required.
•Assist with recruitment efforts and ensure a waiting list of eligible children to fill program vacancies.
•Attend staff meetings and trainings as required
•Assist with all major CAPE events
•Attend outreach events to recruit and engage families and children within the community.
•Oversee processing applications for accuracy and timeliness.
•Maintain systems, database, files, etc.
ensuring security of data.
•Ensure the ERSEA Department maintains records and data in a confidential manner.
•Monitor to ensure compliance related to funded enrollment, slot tracking, and attendance and ensure compliance with local, state, and federal mandates.
•Keep current of any changes affecting federal rules, regulations, and guidelines regarding the Head Start, Early Head Start, State Preschool and General Child Care Programs.
•Assist in developing and providing training to staff of community childcare partners as needed to comply with HS/EHS ERSEA requirements.
•Perform other duties as assigned.
Requirements
Qualifications:
•Degree in Early Childhood Education, Child Development, Social Services or a closely related field preferred.
•Minimum year work experience with Head Start/Early Head Start, and California State Preschool Program
•Eligibility, Enrollment, and Monitoring experience required.
•Must have knowledge and experience in data collection and information processes and systems along with knowledge of childcare regulations, policy and procedure compliance.
•Advance computer literacy including database management, spreadsheet, word processing.
•Effective communication skills - both oral and written
•Excellent diagnostic and problem-solving skills
•Knowledge of Head Start Performance Standards, philosophy and mission desirable
•Ability to work within the philosophy of the CAPE program
•Ability to interact effectively
•Strong analytical and organizational skills
•Ability to function independently with minimum supervision
•Teamwork/Effective interpersonal relationship with co-workers
•Professionalism; flexibility

•Bi-lingual, English/Spanish preferred
Physical Demands:
•While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands and fingers; handle or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear, and taste or smell.
•Ability to lift and carry up to 20 pounds frequently, and/or up to 50 pounds occasionally.
•Specific vision ability required for this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
•The work environment characteristics involve a moderate amount of noise.
