Summary

AESU supports all FBI design and construction projects nationwide.
This General Engineer position requires a Mechanical or Electrical Engineering degree with a strong background in facilities design.
The ideal candidate should possess the capability to develop and review architectural, electrical, HVAC, plumbing drawings and conduct engineering analyses.
Facilities include office buildings, laboratories, data centers, cafeterias, dormitories, classrooms, and tactical training facilities.

Duties Review designs including plans, specifications, and design analyses prepared by architects and engineers for technical adequacy, compliance with local and federal regulations and confirmation with existing industry standards and FBIneeds.
Provide guidance to consultants when necessary.
Provide engineering support to facilities systems; driving upgrade projects from concept to completion, as required for continuous improvement of the facilities systems to ensure that support and services of the department meet the highest quality standards and performance.
Organize and conduct site visits for the purpose of data collection and evaluation of electrical systems or mechanical, equipment, components, and materials for projects.
Provide recommendation to the clients and other disciplines.
(Electrical Engineer) Perform electrical engineering duties associated with designs, layout and construction of electrical systems such as lighting system, lighting control system, power system, power distribution, grounding, lighting protection system, generator, and UPS systems in the FBI facilities.
(Electrical Engineer) Perform electrical load demand calculations and generator load calculations.
(Mechanical Engineer) Perform mechanical engineering duties associated with designs, layouts, and construction of mechanical systems such as plumbing, heating, ventilation, air conditioning, fuel storage and distribution in the FBI facilities.
(Mechanical Engineer) Perform heating and cooling load calculations, heat transfer, pressure calculations, ductwork, pipe sizing, and any other calculations required to support the mechanical design and equipment sizing/selection as related to building engineered systems and various other tasks related to the design of HVAC systems.
Provide HVAC design support for engineering studies and analysis, code review, field investigations and generation of reports as required.
Serve as a subject matter expert (SME) member of the FBI Architect and Engineering Services Unit in review board, selection boards and briefing discussion with Executive Management.

Qualifications GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level.
SE is defined as follows: Applicant must have solid work history in designing and overseeing design and construction of commercial buildings, government buildings and data centers.
Demonstrated ability to develop, read and interpret architectural, electrical, HVAC, plumbing and structural blueprints to perform day-to-day work and when reviewing specifications for contractual jobs as required.
Demonstrated ability to evaluate proposals for work to be performed and to perform engineering design and investigation efforts that will result in most efficient and proper exploitation of available resources within a minimum time frame.
GS-14: In addition to the experience above, applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level.
SE, in addition to the above, is defined as follows: For Electrical Engineer: Strong knowledge of lighting fixture selections and coordination with other disciplines.
Strong knowledge of the electrical demand load calculations and generator load calculations.
Strong knowledge of the electrical equipment selection, system sizing, load calculations, product specifications, and design layouts for electrical systems.Strong understanding of the MEP trade and able discuss technical aspect of the electrical engineering with the clients.
Knowledge of the National Electrical code, International Building Code, International Electrical Code, ASHRAE Energy Conservation Code, standards, and Federal, State and local regulations in governing electrical systems as well as skill in inspection of construction projects to ensure conformance with these codes and regulations.
For Mechanical Engineer: Strong knowledge of mechanical systems design for plumbing, heating, ventilation, air conditioning, fuel storage and distribution.
Applicant should have experience performing and reviewing cooling load calculations, heat transfer, pressure calculations, ductwork, pipe sizing, and any other calculations required to support the mechanical design and equipment sizing/selection as related to building engineered systems and various other tasks related to the design of HVAC systems.
Applicant should have knowledge of the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE), standards and Federal, State and local regulations in governing mechanical systems as well as skill in inspection of construction projects to ensure conformance with these codes and regulations.
Applicant must have knowledge of HVAC, open air closed loop evaporative cooling towers, air cooled, water cooled chillers, air handling units, fan coils, compressed air systems, pumps, air handlers, packaged boiler units, air and water balancing and humidification systems.
Experience preparing reports and operating directives, making presentations, and advising executive management and other managers and personnel on new developments and advancements.
Education Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.


Basic Requirement A. Degree: Engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses(more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) other comparable areas of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and specialized experience - college level education, training, and/or technical experience that furnished: 1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and 2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
Professional registration of licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses - Successful completion of at least 60 semester hours of courses in physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
