The City of Johnson City, Tennessee is accepting online applications for a Geospatial Administrator. This senior level technical position will oversee performance, stability, reliability, and overall functionality of the City's enterprise GIS. Primary accountability and reporting are to the Geospatial Manager. The Geospatial Administrator is accountable for enterprise geodatabase design, data integrity, system uptime, and ensuring a coordinated approach to geospatial information and products across the organization. The Geospatial Administrator acts as the system administrator for the GIS and is focused on service delivery of operational GIS components for Citywide and department initiatives (e.g. analysis, mapping, application configuration and deployment, geodatabase development) as well as integrations with third party software systems that utilize GIS as a component. The Geospatial Administrator manages the core GIS technology service stack for the organization.
Essential Functions of Position:
Geodatabase schema design Backup and database maintenance operations Audits logs to assess and protect data integrity from multiple editors Administers geospatial web portals; ArcGIS Online, Portal, OpenData Optimizes service performance Authors and schedules scripted maintenance tasks Monitors database backup regime Geospatial application development End user training and help Participates in strategic planning and project management Troubleshoots advanced issues within GIS system and databases May supervise GIS or IT interns Point of contact for software support and vendors Required Knowledge, Skills and Abilities:
Broad familiarity with the Esri platform and product offerings; Thorough knowledge of modern principles, best practices, and methods of geospatial administration in a municipal government context; Problem solving skills as related to the Esri geospatial platform; enterprise, clients, and applications; Python scripting language, the ArcPy library, and relevant Esri APIs; Query proficiency with T-SQL and SQL Management Studio; Ability to manage multiple projects and problem-solving incidents, often simultaneously; Experience with government GIS applications, especially in business areas such as planning, public utilities, transportation, emergency services, and City basemap creation and maintenance; Demonstrated experience developing schedules and managing complex information technology projects; Familiarity with business process analysis as it relates to GIS. Active participation in professional GIS organizations and activities; Excellent verbal, written, and interpersonal communication skills. Acceptable Experience and Training: Bachelor's degree or greater required in Geographic Information Systems or related discipline with three years of experience including at least two years' experience in GIS system administration. Applicant should have GISP or other relevant professional certification. Supervisory experience is preferred but we will train the right candidate.
Other Requirements: Serves as backup to the Geospatial Analyst and provides support for addressing, data conversion and other processing needs as necessary to support the GIS mission. Geospatial and information technologies quickly change and evolve. Employees must be committed to regular continuing education and training to maintain the necessary body of knowledge.
