Department Profile
Global Financial Crimes (GFC) coordinates day-to-day implementation of the Firm's enterprise-wide financial crime prevention efforts. GFC includes both legal and compliance disciplines and has responsibility for governance, oversight, and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption, Anti-Tax Evasion, and Government and Political Activities Compliance programs. GFC also develops and/or assists in the development of appropriate policies and procedures, including those designed to assist the business units to know their clients and conduct appropriate due diligence and to prevent, detect and report potentially suspicious activity. GFC Legal provides legal advice and counsel, as well as financial crimes-specific subject matter expertise and guidance, to all business units and works closely with GFC senior management in support of the enterprise-wide program.
Primary Responsibilities
The Financial Crimes Regulatory Counsel will be part of GFC Legal, a global team of in-house lawyers collectively responsible for coverage of legal and regulatory matters pertaining to sanctions, AML, and anti-corruption issues for all business units.
Specific job responsibilities include:
- Provide legal advice and support to GFC in regulatory inquiries, examinations, and internal audits covering programmatic features of the Firm's control functions related to AML, sanctions, anti-corruption, political law compliance, anti-boycott, and anti-tax evasion.
- Manage the financial crimes-related aspects of other Firm-wide and Division-wide regulatory inquiries, examinations, and internal audits, including overseeing document productions.
- Draft and review narrative responses to internal and external information requests, provide counsel on messaging, and prepare teams for meetings and presentations with regulators and auditors.
- Assist, and work with outside counsel as necessary, in representing the Firm before regulatory and law enforcement authorities in contested matters related to AML, sanctions, and anti-corruption legal issues.
- Functionally supervise other members of the GFC Legal team in connection with supporting GFC regulatory inquiries, examinations, and internal audits.
- Provide thought leadership and horizon-scanning on control enhancements resulting from analysis of internal and external review of GFC programmatic elements.
- Develop and maintain a library of GFC programmatic materials that describe and demonstrate each sub-group's capabilities, as well as roles and responsibilities.
- Draft internal and external management reporting for senior audiences on developments regarding the GFC program.
- Review, interpret, and advise on relevant laws and industry best practices pertaining to AML, sanctions, and anti-corruption.
- Provide support for special projects arising from the administration of the GFC program.
- Liaise and coordinate within GFC and with key stakeholders across the Firm, including Legal, Compliance, Global Regulatory Relations, Internal Audit, and Risk, to ensure appropriate execution of the Firm's enterprise-wide financial crimes prevention program.
- Juris Doctor (JD) degree with strong academic credentials
- Minimum of 6-8 years of relevant experience, preferably at a large/complex financial institution, law firm, or government/regulatory body
- Detailed understanding of the laws, rules, and regulations pertaining to AML, sanctions, and/or anti-corruption
- Ability to understand and assess a wide variety of complex commercial transactions
- Highly motivated self-starter able to work independently while collaborating and coordinating as part of a global program
- Strong analytical and problem-solving skills and the ability to provide viable solutions in a time-sensitive environment
- Exceptional written and verbal communications skills, attention to detail, and effective time management
- Strong project management skills
- Sound judgment and an ability to appropriately escalate issues internally
- Proven ability to handle highly confidential information professionally and with appropriate discretion
- Outstanding interpersonal skills and team-player attitude
- Proficiency with MS Word, Excel, PowerPoint, and Outlook
- Certification as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license - or certification within first 15 months of employment.

Expected base pay rates for the role will be between $160,000 and $250,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
