Total Compensation Estimator  Government Operations Consultant II Location: This position will report to SunCoast Region Office of Economic Self-Sufficiency Program Office and may be located in any of the following counties: Hillsborough, Pinellas, Sarasota or Lee County.
This is an Internal Agency Opportunity for qualified candidates currently employed with the Department of Children and Families. Teleworking is not an option. We encourage all interested individuals to apply. Some travel may be required.
The individual occupying this position will provide operational and programmatic project management, data management, quality assurance, and fiscal coordinative assistance in the ESS program areas.
The bi-weekly salary range for this position is $1,645.26- $3,488.26.
PRIMARY DUTIES MAY INCLUDE BUT NOT LIMITED TO: Coordinate activities associated with the Department's and ESS program strategic goals by leading project teams, coordinating process improvement initiatives, and evaluating organizational performance data. Effectively provides/analyzes data and provides improvement information. Conduct reviews, identify deficiencies, best practices, provide reports and recommendations to Senior Leaders and the Executive Management Team to improve processes and outcomes in areas including but not limited to: ESS Business Model Operational Review SunCoast Region Integrity Program Plan Completes all project plans and project task lists associated with forums or workgroups timely and ensure documents from regional workgroups and forums are updated and archived.  Act as liaison between Region and Headquarters in identifying local needs and issues. Provide quality assurance support by completing various ad hoc reports and deliver findings. Completes accurate and timely case reviews to support operational and programmatic decision-making and manages timely completion of case corrections. Develops and executes comprehensive monitoring plans for programs, applies diverse methodologies and techniques for program evaluation, and designs, implements, and oversees corrective action plans to enhance program outcomes. Effectively conducts training and/or developmental activities for eligibility staff as demonstrated by formal observations. Complete observations of facilitators and provide feedback to improve effectiveness of in-service and pre-service training. Within the scope of available resources, plan, direct, deliver, and evaluate organizational development and professional growth activities. Work with all levels of management to determine core competencies required for key positions in the organization and identify specific resources to ensure acquisition and maintenance of those competencies. Assist in building and maintaining a library of resources that address frequently needed and/or required competencies for staff. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the organization's mission, vision and functions, and how its social, political and technological systems work and operate effectively with them. Knowledge of program policies and procedures as mandated by federal, state, and local governing areas. Knowledgeable of methods for compiling, organizing and analyzing data to prepare Business Plans, Business Plan spreadsheets, and other reports as needed. Knowledge of basic management principles and practices. Knowledge of various computer systems used within the ESS Program including FLORIDA, AMS, People First- Time Entry and Hiring and Recruiting, MES, Qlik systems, Tivoli, FLAIR, Document Viewing Ability to use Smartsheet and Microsoft Office programs to include Excel, PowerPoint, Word, Access, Outlook, and Teams to manage and complete assignments. Ability to coordinate, plan and organize work assignments and products including setting priorities and determining short and long-term goals along with the related strategies to achieve goals. Knowledge of Temporary Cash Assistance (TCA), Food Assistance (FA), Medicaid, Application Management System (AMS), Quality Management System (QMS), MES/Qlik are preferred but not required. Ability to coordinate, plan and facilitate effective training, meetings, and presentations for internal and external small and large group events. Ability to work independently, be organized, and project a professional image in a fast-paced environment. Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices. Ability to conduct fact-finding research, utilize problem-solving techniques, and understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities. Ability to communicate effectively, and to establish and maintain effective working relationships with others. The ability to lead work groups and teams to achieve high quality deliverables and outcomes. The ability to monitor and evaluate outcomes of a problem and develop solutions to identify lessons learned or redirect efforts. MINIMUM QUALIFICATIONS A bachelor's degree from an accredited college or university and four years professional experience in Human Resources, Staff Development, Contract Management, Project Management, Process Improvement, Data Analysis, or health, social, economic rehabilitative programs. Professional or nonprofessional experience as required above can substitute on a year-for year basis for the required college education. Minimum of three years of case processing experience in programs related to Economic Self Sufficiency (ESS) with the Florida Department of Children and Families. Must have a valid Driver's License. Must be able to lift 25lbs or more. Must be willing and able to travel.
