Job Summary:The Grants Director is responsible for the direction of the Grants Department, its staff and interns, and all aspects of grant writing and management for the City—including research, project development, application, implementation, reporting, compliance, and future planning. The Grants Director is also responsible for project accounting and manages the Grants Department's budget and the City's Grant Match Fund. The Grants Director works closely with the Mayor, fellow department heads and staffs, councilmembers, and stakeholders in the community to understand Hammond's needs and priorities, match these with funding opportunities, and establish measurable goals and scopes of work that can be reasonably achieved through such opportunities. To these ends, the Grants Director must have a broad understanding of funding programs and excellent communication skills to cultivate successful funding applications to and partnerships with federal, regional, State, and local agencies, nonprofits, and private entities.
Prior grant writing and management experience is required. The Grants Director must meet City bonding requirements. Reports To:Mayor and/or Director of Administration

researches, summarizes, clarifies, and communicates information about funding opportunities—including applicable laws, regulations, rules, orders, requirements, and guidelines.works with the mayor, fellow department heads and staffs, councilmembers, and stakeholders within the community to understand Hammond's needs and priorities, to match these with funding opportunities, to establish measurable goals and scopes of work that can be reasonably achieved through such opportunities, to compile information, and to develop projects and programs (Development may require additional research, meetings—including with architects/designers/engineers, consultants, vendors, and members of the community—site visits, photography, mapping, estimation of costs, and/or development of preliminary specifications and drawings);composes goals, objectives, tasks, methods, timelines, budgets, and outcomes for successful applications; andassists other local governments, nonprofits, community organizations, small businesses, and individuals in identifying and evaluating grant opportunities and/or by providing feedback on draft grant applications.Grant ManagementIncluding through the direction of Grants Department staff, the Grants Director manages grants, projects, and programs by
creating, organizing, updating, and closing grant files.communicating with and coordinating funders, partners, departments, contractors, vendors, and individuals, including volunteers and beneficiaries;monitoring activities and deadlines;ensuring compliance with contract terms and applicable laws, regulations, rules, orders, requirements, and guidelines, including, for example, City of Hammond Purchasing Policy and Procedures, Louisiana Public Bid Law, the American with Disabilities Act, and the Davis-Bacon Act.data collection, analyses, and reporting.budget management, including soliciting quotes, preparing quote summaries, requisitions, check requests, financial reports, reimbursement requests, and budget amendments, and monitoring expenditures and revenues.preparing grant amendments.maintaining login credentials for online application and/or reporting systems; andmaintaining a log of all grant applications and their statuses.Otherworks with the Mayor, Director of Administration, Finance Director, and Hammond City Council to develop annual budgets for the Grants Department and the City's Grant Match Fund.
manages these budgets.
manages and promotes the performance of Grants Department staff and interns—through scheduling and timekeeping, by providing direct training, evaluation, and constructive feedback, by facilitating opportunities for professional development, and by maintaining a safe, welcoming, fully-staffed, fully-equipped workplace that blends structured and unstructured work around deadlines and allows for some personal flexibility and encourages task ownership and creativity;
participates in reviews of City policies and procedures to ensure compliance with laws, regulations, rules, orders, requirements, and guidelines associated with eligibility for funding programs.
directs the City's Safe Haven Community Center, which provides free meeting and office space to individuals and organizations working to better the Hammond community (originally as part of a Weed and Seed initiative).
directs the City's Section 3 Program, which provides job training, employment, and contracting opportunities on HUD-funded projects.
directs the Hammond City Bus, the City's public transportation system—a partnership of the city, Tangipahoa Voluntary Council on Aging (TVCOA), Tangipahoa Parish Government, and Federal Transit Authority (through FTA grants); and
performs other related duties as needed.
Knowledge, Skill, and Ability:Required knowledge, skill, and ability to perform internet research; to read and understand Funding Opportunity Announcements (FOAs), Notices of Funding Availability (NOFAs), Solicitations, and other funding notices, and application instructions; to communicate effectively, both orally and in writing; to multitask—prioritizing the most critical and/or time-sensitive work to meet deadlines; to work with others professionally, unbiasedly, and sensitively; to maintain confidentiality when required; and to use Microsoft Word, Excel, and PowerPoint, Adobe Acrobat, and email.
Preferred knowledge, skill, and ability to use Adobe Photoshop.
Required skills and ability to provide excellent customer service; to work and manage cross-functional tasks; to facilitate collaborative meetings; to work independently and long hours as needed to meet deadlines, and to problem-solve
Required knowledge of funding programs, including, but not limited to, typical funders, application writing, review, rating, and evaluation; and grant, project, and program management.
Required knowledge of laws, regulations, rules, orders, requirements, and guidelines applicable to funding programs and how to apply these.
Acceptable Training and Experience5 years of experience in the grants field—preferably in grant writing and management and for municipal or parish government.
Bachelor's degree from an accredited university—preferably with major course work in English, Communication, Journalism, Public Administration, Management, Business, or a related field—with demonstrable writing ability (via a writing sample) in the grants field.
Additional education, such as master's degree or doctorate, may each be counted as 1 year of experience.
Successful application experience (successful application experience shall include multiple funded grant applications at or near the amounts requested).
Certificates and/or LicensesValid Louisiana driver's license with a good driving record.
